Abstract
It is possible for these rules to gain assets and to maintain their functioning if the existence of the law continues. For this reason, legal structuring has been put into practice by the states in the light of various rules and regulations in order to be long-term and to prevent the formation of internal conflict and chaos. The Greek and Roman states that are the subject of the study are aware of the positive effect of the law on the existence and functioning of the state and have tried to exist with the legal rules established in line with their own values. The law, which has taken its current form as a result of a number of developments and changes in the historical process, still maintains the same importance today. While it is tried to meet the expectations of the people with respect to trust and justice, it is aimed to increase the welfare level with the rules of order established in the society.Keyword: Hellenic, Rome, Law, Punishment, Justice
