Belediyelerin bölge turizmine olan etkileri

Abstract

ÖZET Bu araştırma ile belediyelerin, bir bölge veya yöredeki turizm faaliyetleri üzerindeki etkilerinin incelenmesi ve Akçakoca Belediyesi'nin turizm ile ilgili faaliyetleri hakkında yöre halkı ve turizm işletmesi yöneticilerinin görüşlerinin neler olduğunun saptanması amaçlanmıştır. Araştırma 3 bölümden oluşmaktadır. Birinci bölümde, turizm ve turizm endüstrisi kavramı, turizm endüstrisini etkileyen faktörler hakkında genel bilgi verilmiş ve bir bölgede veya yörede gerçekleşen turizm faaliyetlerini etkileyen faktörler açıklanmıştır. İkinci bölümde, belediyeler ve bölge turizmine etkisi kapsamında Türkiye'deki belediyelerin yapısı, yetki alanları ve görevleri, belediye faaliyetlerinde karşılaşılan sorunlar, belediyelerin turizme ilişkin görev ve sorumlulukları, turizm alanında belediye faaliyetleri ve uluslararası düzeyde bazı ülkelerin belediyelerinin turizm ile ilgili çalışmaları incelenmiştir. Üçüncü bölümünde ise, belediyelerin bölge turizmi üzerindeki etkinliğine ilişkin uygulamalı bir araştırma yer almaktadır. Araştırmanın amacını gerçekleştirmek için, belediyenin turizm ile ilgili görev, sorumluluk ve faaliyetlerine ilişkin literatür taraması yapılmış ve mevcut durumu betimlemek amacıyla veri toplama aracı olarak anket geliştirilmiştir. Geliştirilen bu anket, yöre halkına (267) ve turizmden direkt olarak etkilenen turizm işletmesi yöneticilerine (72) uygulanmıştır. Ankette Akçakoca Belediyesi'nin faaliyetleri; kültürel, tanıtım, çevre ve denetim faaliyetleri olmak üzere 4 boyutta 30 yargı ile ele alınmıştır. Araştırmada uygulanan anket ile yerel halkın ve turizm işletmesi yöneticilerinin ayrı ayrı her yargıya ve her boyuta ilişkin görüşleri analiz edilmiş ve bu görüşlerin yöre halkının kişisel özelliklerine ve işletmenin sınıfına göre farklılık gösterip göstermediği araştırılmıştır. Elde edilen bulgular, amacına uygun istatistiksel yöntemlerle yorumlanmıştır. Buna göre, turizm işletmesi yöneticileri belediyenin tanıtım faaliyetlerini yöre halkına oranla yetersiz bulmaktadır. Belediyenin denetim faaliyetleri hakkında ise, yöre halkı turizm işletmesi yöneticilerine oranla daha olumsuz görüş belirtmişlerdir. İki grubun belediyenin kültürel ve çevre faaliyetleri hakkındaki görüşleri ise birbirine yakındır.

SUMMARY THE EFFECTS OF MUNICIPALITIES ON LOCAL TOURISM FACILITIES (AN APPLICATION ON AKÇAKOCA) KEYWORDS Tourism Municipality Local governments This study is made to verify the effect of a municipality on facilities and development of tourism sectoring a region which it is responsible from there. Moreover, this study specifically focuses on the facilities of Akçakoca Municipality about tourism from the point of views of people living there and managers and/or owners of companies which are in tourism sector. We can divide this report into 3 parts. In first part the concept of tourism sector and the factors that are effecting it in a region generally is mentioned. The second part is consist of the effect on tourism sector of municipalities, their responsibilities, their authority and problems of municipalities about tourism sector. And also in this part the studies and facilities of some municipalities of some other nations which are dominant and important at tourism are mentioned. In third part we try to demonstrate the effects of a municipality on tourism sector by an applicational research. For this study, a detailed analysis is made on theoretical basis and a questionnaire is prepared. A sample of 267 people living there (local people) and 72 managers and/or owners of companies which are in tourism sector (managers) is obtained. By the help of this questionnaire, the cultural, promotional, environmental and auditing facilities of Akçakoca Municipality is questioned. All answers of these two groups are examined by the help of statistical methods. As a result of this study, it is seen that local people found the municipality more successful than the managers on promotional facilities. However, local people found the municipality worse than the managers on auditing facilities. The opinions of both groups are similar about cultural and environmental facilities of municipality. XI
