İşsizlik sigortası ve Türkiye modeli

Sosyal güvenliğin en önemli risklerinden biri olarak kabul edilen işsizlik sorunu, ülkelerin gelişmişlik düzeylerine bağlı olarak farklılıklar gösterse de bütün dünya ekonomilerinin yaşadığı ortak bir sorun olarak karşımıza çıkmaktadır. İşsizlik sorununun çözümüne yönelik devletlerin gerekli sosyal güvenlik sistemlerini oluşturmaları sosyal devlet olma ilkesinin en önemli unsuru olarak kabul edilmiştir. Bu bağlamda işsizlik sigortası, işsizlik sorununun ortaya çıkaracağı sosyal riskleri tazmin etmeye yönelik geliştirilen bir sigorta kolu olarak sosyal güvenlik sistemleri içerisindeki yerini almıştır. Bu çalışmanın amacı, işsizlik sorununun genel bir tanımını yaparak bireysel ve toplumsal etkilerini incelemek ve işsizlik sigortasının temel kriterlerini belirleyerek Avrupa'daki uygulama modelleri ile Türkiye'de uygulanabilirliğini değerlendirmektir. Hazırlıklar kapsamında işsizlik sigortasının temel kriterlerini belirlemeye yönelik çeşitli uzmanların kaynaklarına başvurulmuş; çeşitli bilim adamlarının makaleleri incelenerek, işsizlik sigortasının olumlu ve olumsuz tarafları açıklanmış ve işsizlik sigortası uygulaması aşamasında karşılaşdan problemler ile bunlara ilişkin getirilen çözüm önerileri sunulmuştur. vııı

Unemployment problem which is accepted one of the most important risks of the social security, is appeared a common problem for all of the world economies in spite of differences between economic development degrees. Forming social security systems by the states for solving unemployment problem is accepted that one of the most important principle element of being social states. Within this context, unemployment insurance system which was built for removing the social risks as the result of unemployment problem, is placed as a part of social security systems. The basic purpose of this thesis is to describe unemployment problem, to examine personal and social effects of unemployment problem, to determine the basic criters of unemployment insurance and to evaluate if unemployment insurance can be applied in Turkey or not with the models of Europe. With in the contest of preparations, was applied to some academic workings of experts, was examined some articles of scientists, was explained positive and negative sides of the unemployment insurance and was offered some suggestions for being faced the problems of unemployment insurance by apply step.
