Abstract
Ya§amlll temeli olan okuloncesi egitime onem veren nluslar 19. y.y. da one ylkml§ 20.y.y.da fark yapml§ 21.y.y' 1 onde kar§llaml§tlr. Uygar ulnslar 21.y.y. da egitimli bireylerinniteliklerini geli§tirmenin en onemli ba§langlcl olarak okul oncesi egitimi esas alarakokulla§ma orallllll yiikseltme ve yayglllla§tIrmayl geryekle§tirme yan§ml ondegotiirmektedirler. Unutulmamahdlr ki uygarla§ma yolunda egitimin en onemli ba§langlclokul oncesi egitimdir. Bu ara§tIrma iilkemiz geneline ornek olmasl amacIYla Sakarya ilindeokul oncesi programllllll, egitim hizmetlerinin yayglllla§tmimaslllda ve nitelikliklllllmaslllda ogretmenlerinin etkililik diizeyini saptamak amaclyla yapllml§tIr. The naions that featured the importance of education which is the base of life,stuck out in the 19th century, developed in the 20th century and leaded in the 21 stcentury. Civilized nations in the 21st century were predicated on pre-schooleducation and rised the rate of establishing schools toto be able to develop trainedindividulas.And we have to remember that,the most important way is pre-schooleducation in the way of civilization. This research has been done to discover thelevels of effectiveness of teachers and to generalize educaton services in SakaryaCity to be a pattem in Turkey. The result obtained by this research and somesuggestions are thought to be useful to for education. In this study also wereassessed some thoughts of theachers on the affects levels of the program.In the first chapter of the study was explicated pre-school education, diachronicof pre-school education in the world, the position III different countries of the world,diachronic of pre-school education in Turkey, studies on generalizing pre-schooleducation, roles and duties of teachers in pre-school education, compulsory reasonsfor pre-school education and some studies abroad or domestic.In the second chapterof the study is folIoed he method of the research, limits, data instruments, analysisheadings of data. In the third chapter of the study was followed explanation,resultand suggestions in accordance with the finds.The thoughts of men teachers are morepositive according to women teachers for generalizing education services of preschooleducation.It was seen that graduates of The Education Faculty and TheChild Development Department understood the program beter and young teacherthought more positive according to elder teachers.
