Abstract

ÖZET Ülkemizde yönetimin her alanında olduğu gibi eğitim yönetiminde de ciddi sorunlar yaşanmaktadır. 1980'li yıllardan bu yana ekonomide liberalleşme çalışmalarının yapılmasına karşın liberalizmin siyasi ve hukuksal boyutu ihmal edilerek devlet yönetimindeki merkezi, bürokratik yapılanmanın sürdürülmesi sorunların ana kaynağını oluşturmaktadır. Oysa serbest piyasa ekonomisi devlet müdahalesinin en aza indirilmesini, piyasanın kendi dinamikleri içinde arz talep dengesine göre serbestçe oluşmasını gerektirmektedir. Böyle bir gelişmeye daha küçük, ama esnek, hareket kabiliyeti fazla olan bir devlet örgütlenmesi cevap verebilecektir. Bu anlayış içerisinde devlet yönetiminde amaç ve politikaların yeniden saptanması; belirlenen amaç ve politikalar doğrultusunda yapısal değişimin gerçekleştirilmesi gerekmektedir. Böyle bir yapılanmada bugün ciddi bir problem olan eğitim sorunu daha kısa sürede ve daha etkili çözüme kavuşacaktır. Bu araştırmanın amacı; ülkemizde uygulanmakta olan eğitim sistemi, yönetimi ve yapısında görülen aksaklıkların tespiti, bu aksaklıkların liberal eğitim anlayışı içerisinde nasıl düzeltilebileceği ve iyileştirilebileceğine yönelik tespitler yapmak çözümler üretmektir. Bu anlayışla araştırmada tarama ve gözlem metotları kullanılarak amaca uygun veriler toplanmış ve eğitim sisteminin piyasa mantığı içerisinde yeniden düzenlenmesi ve devletin eğitimi özel ellere teslim ederek okul yöneticilerine bir kısım görev ve yetkilerini devrederek yerinden yönetim uygulamasına geçmesi gerektiği, Buna uygun olarak mevcut haliyle bireyin özgür gelişimini engellediğini düşündüğümüz yönetim anlayışının liberalizmin öngördüğü özgür ve özerk bireyin yetiştirilmesine uygun olarak eğitim programlan ve yönetim anlayışı üzerinde gerekli görülen değişikliklerin yapılması gerektiği sonucuna varılmış, çözüm önerileri getirilmiştir. SUMMARY In Turkey, it's observed that there are serious problems in education management as generally in every area of management. Despite the studies on transition to marketing economy which requried by classical liberalism, insisting on the central, brocratic structure of the state government is tehe main source of the problems. It's believed that a serious change of understanding on education management and so, a new structure which supports personal development, doesn't limit personal freedom and will be able to respond to needs of the market is needed. The purpose of this study is diagnose the problems of the education system, management and structure which is applied in Turkey, and find out and present solitions on how to cope with these problems in a liberalistic education understanding. With this understanding, literature scan has been done by means of scanning approach and data which serve the cause has been analysed. As the result of the study and research, education system must be reorganized with the marketing understanding and centralism must be removed, and to make the development faster schools must be power central and managed locally. Accordingly, education understanding which limits the persons' free development in it's present situation must change, education programmes must be reorganized so that they can make it possible to train free and indepentent person as required by the liberalism. It is concluded that, in order produce better service, private education foundations must be supported, and in the areas which private enterprise serves better public enterprise must give up these services, or buy or hire yhose foundations in order to spread and develop competing in education sector, and this will improve the education system and make it stronger.
