Türkiye`de tarım sektörünün istihdamdaki yeri ve yapısındaki değişmeler (Sakarya örneği)

Abstract

ÖZET Tarım sektörü ülke nüfusunun beslenmesi, milli gelir ve istihdama katkı sağlaması, sanayi sektörünün hammadde ihtiyacının karşılanması, sanayiye sermaye aktarması ve ihracata doğrudan ve dolaylı olarak katkıda bulunması açısından Türkiye ekonomisi için en önemli sektörlerden birisidir. Ancak Türkiye, önceleri tarımda kendi kendine yeterli olan sayılı birkaç ülke arasında yer alırken, son yıllarda bu özelliğini kaybetmiş ve Türk tarımı bugün kalkınma ekonomisindeki özelliğini büyük ölçüde kaybederek, sanayi sektörünün mali desteğine muhtaç duruma gelmiştir. Türkiye'de son yıllarda yaşanan ekonomik, siyasi ve sosyal istikrarsızlıkların büyük kaygı yarattığı bu ortamda, bir çok alanda yeniden yapılanmaya gitme ihtiyacı duyulmaktadır. Bu alanlardan biri de tarım sektörüdür. Türkiye nüfusunun % 3 5' i kırsal alanlarda yaşamakta ve ağırlıklı olarak tarım sektörü ile geçinmekte, ancak milli gelirin % 15'ine sahip olabilmektedir. Bu bir sorun değil bir sonuçtur. Türkiye'nin bu sonucu yaratan nedenleri çok iyi tespit etmesi ve tarım sektöründe yapısal bir değişime gitmesi kaçınılmazdır. Bu çalışmamda istihdam ve işsizlik kavramlarını ele alıp, Türkiye'deki tarım sektörünün istihdamdaki yeri, tarımsal yapı ve sorunlar incelenmiş, Sakarya İli bağlamında tespit edilmeye çalışılmıştır. SUMMARY The agricultural sector is one of the mostuital sectors for Turkey's economy in respect of its feeding up the country's population, proviting contribution to national incomeand employment, compensating the neet of manufactural sector for raw materials, transmitting capital to industry. Yet while Turkey, initially, usel to take place omong the few comtries ateqvate for themselves in agriculture, in recent years, it has lost its position ant the Turkish agriculture, today, has become destitute for the reinforcement of manufactural sector. In that figure in which the economical, political ant social instabilities create an enormous anxiety; the neet for reconstruction in several areas has been on. One of these areas is the agricultural sector. 35 % of Turkey's population lives in rural areas and basically lives on agriculture, yet, the agricultural population is able to possess only 15 % of the national income. It's inevitable for Turkey to diagnose properly the factors creating that result and to set up a structural alteration in agricultural sector. In our study, I have dealed with the concepts of employment ant redundancy and the place of agricultural sector in employment, agricultural structure ant it's problems have been examined ant striver to tiagnose in the context of the structure of agriculture in province of Sakarya. v
