Yönetimde paradigma değişimi: Kamu yönetimi-özel yönetim yakınlaşması

Abstract

ÖZET Yönetim, birden fazla kişiyle işbirliği yaparak amaçlara ulaşmadır. Kamu yönetimi de, siyasiler tarafından kararlaştırılmış amaçların gerçekleştirilmesidir. Kamu yönetimi bu süreci bürokrasi eliyle yürütmektedir. Bürokrasinin katı hiyerarşik yapısı, sıkı kurallar ve talimatların varlığı yönetimin bütün fonksiyonlarıyla birlikte gerçekleştirilmesini kısıtlamaktadır. Bundan dolayı modern yönetim ilkeleri geliştirilmiş ve esneklik, kararlarda etkinlik ve ademi merkeziyetçilik sağlanmaya çalışılmıştır. Sanayi toplumunda büyük bir üretkenlik sağlanırken emek ve sermaye iki karşıt grubu oluşturmuştur. Bilgi toplumunda ise bu iki faktör, bilginin yeniden üretilmesine yönelmiştir. Bu dönüşüm tabiidir ki işletmeleri ve yönetimi de etkilemiştir. Devletin görevlerindeki değişim, kamu yönetiminin sorumluluk alanım ve işleyişini de etkilemiştir. Son yıllarda liberal felsefenin yeniden işlerlik kazanmasıyla hükümetler yapmaktan yaptırmaya doğru gitmektedirler. Bu durum da kamu yönetiminin özel sektörle işbirliğini gerekli hale getirmiştir. Diğer yandan bilgi işleme teknolojilerindeki artış, haberleşme ve uluslar arası rekabet yolunun açılması, kamu yönetiminin verimli, etkin ve toplam kalite standartlarına uygun çalışmasını kaçınılmaz kılmıştır. Bunun sonucunda da kamu yönetimi ve özel yönetim arasında gittikçe belirginleşen bir yakınlaşma ve işbirliği gözlenmektedir. Bu gelişmeler çerçevesinde devletin rolünün yeniden sorgulandığı, özel yönetimde geliştirilen yönetim teloıiklerinin kamuya ithalinin öngörüldüğü `Yeni Yönetim Anlayışı` geliştirilmiştir. Bu değişim yönetimde yeni bir paradigmanın oluşmaya başladığım göstermektedir. Yeni paradigma kamu yönetiminde verimliliği, etkinliği, kaliteyi ve müşteri tatminini gerçekleştirmeye yönelik bir paradigma olarak ortaya çıkmıştır. rv

SUMMARY KEYWORDS: New Public Management, Public Administration, Neo-Managerialism, Management Paradigm, Convergence of Management and Administration Management is to reach to the objectives with cooperation of a team. Public administration which is a process conducted through bureaucracy also refers to implementation of the goals set by the politicians. Because of the rigid hierarchical framework, strict rules and instructions embeded in public bodies, it is constricted to realize the complete functions of the management. So, in developing new and modern management principles, it is tend to have more flexible structure, making effectively the right decisions, and decentralization. Through providing a vast productivity in industrial society, work force and capital came to opposition. But in knowledge society, these two factors were directed to production of knowledge. So, this transformation was affected by the companies and management itself. Change of government tasks has also impacted the accountability of the public administration and its operations. Recently public organizations have not delivered the services directly anymore and shifted the burden to the private sector with the revitalization of the liberal philosophy. In this case, it is inevitable to ensure the cooperation of the public and private sector. On the other side, increasing in processing technology of knowledge, rapid communication and international competition force the public management to work in a more efficient and quality-oriented way. Ultimately, it is observed that public administration converges to the private management in applications. Considering recent changes, a new concept called New Public Management, questioning the role of government and incorporating the management techniques developed in private organizations to the public administration, was presented. These developments show that a new paradigm in management is emerging. This new concept aims to realize the productivity, efficiency, and customer satisfaction in public administration. V
