Vatandaşlık ve insan hakları eğitimi dersi eğitim programının öğretmen görüşleri doğrultusunda değerlendirilmesi

Abstract

ÖZET Bu araştırma ilköğretim okullarında görev yapan VİHE öğretmenlerinin VİHE programı konusundaki görüşlerini ortaya çıkarmaya yöneliktir. Araştırmada İnsan Haklarının Dünyada ve Türkiye'deki tarihsel gelişimi ele alınmış bunun yanısıra VİHE'nin müfredat programlarındaki yeri hakkında bilgi verilmiştir. Ayrıca öğretmenlerin cinsiyet, kıdem mezun olduğu bölümler ile bağımlı değişkenler arasında bir ilişkinin olup olmadığı da incelenmiştir. Bu araştırmanın evrenini 2000-2001 eğitim-öğretim yılında Sakarya ilinde görev yapmakta olan VİHE dersine giren öğretmenler oluşturmaktadır. Örneklem grubunu ise Adapazarı merkezi ile merkeze bağlı belde ve köylerde görev yapan 61 VİHE Öğretmeni oluşturmaktadır. Araştırmada bilgi toplama aracı olarak altı problem başlığı altında 47 ifadenin yer aldığı bir anket geliştirilmiş ve uygulanmıştır. Araştırma bulgularının analizi aşamasında SPSS programı kullanılmış, öncelikle araştırma kapsamındaki bütün öğretmenlerin cinsiyet,mezun oldukları bölüm, kıdem ile ifadelere verdikleri cevaplann ilişki düzeyleri de One Way ANOVA programında hesaplanmış f < 0,05 oranı dikkate alınarak değişkenler arasındaki ilişkilerin anlamlılık düzeyleri incelenmiştir. `Crosstabs` programı uygulanarak bu programdan elde edilen tablolardan yorumlarda faydalanılmıştır. Araştırmanın elde edilen bulgularına göre öğretmenler programda yer alan amaçların tam olarak gerçekleşmediğini düşünmektedir. Öğretmenlerin kapsamla ilgili verilen ifadelere katılma durumlarına bakıldığında ise kapsam yeterli düzeyde bulunmamıştır. Diğer taraftan öğretmenler VİHE dersinde faklı öğretim yöntem ve tekniklerinin kullanılmasını gerekli görmekle birlikte anlatım ve soru-cevap yöntemini daha fazla kullanmaktadırlar. Bu dersin değerlendirme aşamasında klasik ve sözlü sınav tercih edilmektedir. Öğretmenler ders kitabını nitelik olarak yeterli görmemekte, eğitim 111durumları ile ilgili olarak verilen ifadelere ise çoğunlukla katılmaktadırlar. Genel olarak bakıldığında VİHE dersi öğretmenlerinin Vatandaşlık ve İnsan Haklan Eğitimi Programını etkili görmedikleri sonucuna ulaşılmıştır. IV

SUMMARY The aim of the investigation is to reveal the opinions of the VTHE teachers working in the primary schools. In the research the historical development of Human Rights in the world and in Turkey has been mentioned as a subject matter, furthermore the information about the place of VIHE in the detailed programme has been given. Moreover, it has been observed whether there is a relationship among the sex, seniority, the departments the teachers graduated from and the dependent variables or not. The teachers teaching VIHE and working in Sakarya in 2000-2001 Education Year are made the center of the research. The sample group involves 61 VIHE teacher working in the countries, towns which are bound to the center and Adapazarı City Center. In the investigation, an inquiry in which 47 expressions under 6 problem title has been improved and carried out as a device of gathering information. At the step of analysis of the data, SPSS programme has been used; first of all the sex, the department the teachers graduated from, seniority and the relation level of their answers for the expressions of all the teachers who are involved in the research have been calculated in the One Way ANOVA programme, then their significance level of the relation among the variables has been searched by considering the rate of f < 0,05. The tables obtained from this programme have been utilized in the comments by carrying out the `Cross tabs` programme. According to the data obtained from the investigation, the teachers think that the purposes taking part in the investigation don't occur in life. In one hand, when the participation condition for the given expressions about the containance is considered, the containance hasn't been found sufficient for the level. On the other hand the teachers think that it's necessary to use different techniques and methods in teaching VIHE but they have been using the question-answer and the presentation method more. At the step of the evaluation of the lesson, the classical and oral examinations have been preferred. The teachers think that the lesson books aren't sufficient and they don't attend to the expressions given about their education conditions. In the end, it is found out that the VIHE teachers don't find the Citizenship and the Programme of Human Rights Education effective.
