Futbol hakemi eğitim ve yetiştirme politikaları (Kocaeli örneği)

Abstract

ÖZET Futbol günümüzde büyük bir sektör haline gelmiştir. Hızla gelişen ve geniş kitleleri etkisi altına alan bu sektörün vazgeçilmez bir unsurunda hakemlerdir. Verdikleri anlık kararlarla milyonlarca insan etkilenebilmektedir. FİFA (Uluslar arası futbol federasyonlara Birliği) futbolda kaliteyi ve seyir zevkini artırabilmek için çeşitli yenilikler ve bilimsel çalışmalar yapmaktadır. Ülkemizde' de (Türkiye futbol federasyonu ve Merkez hakem kurullu ile bunlara bağlı il ve ilçe hakem kurullarında bu konularla ilgili futbol hakemi yetiştirme ve eğitim çalışmalarına büyük önem vermektedir. Çalışmamızda Kocaeli ili edebi futbol hakemi eğitim ve yetişkin politikalarını inceledik. Araştırmamızın kapsamını Kocaeli faal futbol hakemleri, örneklemini ise bu ildeki 116 faal futbol hakemi oluşturmaktadır. Araştırmada 30 soruluk 2 bölümden oluşan anket uygulaması yapılmıştır. Anket sorularında birinci bölümünde hakemlerin kişisel profillerine ikinci bölümde ise eğitim ve yetiştirme politikaları hakkındaki görüşlerine yer verilmiştir. Çıkan sonuçlar frekans tabloları çapraz tablolar ve ki kare testi SPSS istatistiksel değerlendirme yapılarak elde edilmiştir. Araştırmamızda Türkiye futbol federasyonu ve merkez hakem kurulunun temsil eden Kocaeli ili Hakem kurulunun yapmış olduğu eğitim ve yetiştirme politikalarını incelemeyi amaçladık. Genel olarak Kocaeli İlindeki çalışmaların diğer illerle benzerlikler teşkil ettiği ortaya çıkmıştır. Kocaeli hakemlerinin kişisel profillerine bakıldığında erkek hakemlerin % 94 gibi büyük bir çoğunluk oluşturduğu, fiziksel kriterlerinin dağılımında, boy ortalamasının 1,78 m, kilo ortalamasının 71 kg, yaş ortalamasına 26, Üniversite eğitim seviyesindekilerin % 65,2, İngilizce bilenlerin % 91,4 olduğu sonucu ortaya çıkmıştır. Bu sonuçlar FİFA' nın hakem kriterleriyle büyük benzerlik göstermektedir. Araştırmamızda ayrıca, il hakem kurullarınca haftalık aylık ve yıllık eğitim antrenman ve saha deneme çalışmalarını n yeterli olduğu ortaya çıkmıştır. Bu sonuç il hakem kurulları ve hakemlik açısından son derece sevindiricidir. Kocaeli faal futbol hakemleri, eğitim ve yetiştirme çalışmalarının süresini, sıklığını, amacını, eğitimcilerin bilgi düzeylerini, araç-gereç, saha ve malzeme, lokal televizyon, tepe göz gibi eğitim araçlarıyla sınav ve eğitim yerleri durumlarının yeterli olduğunu belirtmişlerdir. Ancak eğilim ve yetiştirmeye yönelik ayrılan bütçeyi ve kapalı salon tesislerinin yetersiz olduğunu belirtmişlerdir. Sonuç olarak Türkiye futbol federasyonu Merkez hakem kuruluna bağlı Kocaeli il hakem kurulunun futbol hakemi eğitim ve yetiştirme politikalarında başarılı olduğu ortaya çıkmıştır. SUMMARY Today, Football has become a big sector. One of the inevitable component of this sector, which is rapidly developing and making impact on the population widely, İs referees. Due to their decision given instantly the millions of people can be affected. FIFA (International Football Federation Association) has attempet to carry out various innovations and scientific studies to increase the quality of football and the watching enjoyment on matches. Also in our country, the Turkish Football Federation, Central Referees Committees and the provincial end regional referees committees have given big importance on works of growing and training football referees in this regard. The universe of our study is Football Referees in Kocaeli Province and the exampling consists of 1 16 active football referees in this province. In the study, a questionnaire comprising 2 sections having 30 questions each has been carried out. In the first section of the questionnaire the personal profiles of the referees have been addressed and in the second section their thoughts about training and growing policies. The results have been obtained through frequency tables, transversal tables and qi-square tests plus SPSS Statistical Evaluations. In our study, we aimed to examine the training and growing policies carired out by Kocaeli Provincial Referees Committee that represents Turkish Football Federation and Provincial Referees Committee. It is found out that the studies in Kocaeli Province are similar to those of other Provinces. As for the personal profiles of Kocaeli Referees, the male referees constitutes 94 % of all referees which is a big majority and as for the distribution of physical criteria, the average height is 1.78 m, the average weight is 71 kg, the average age is 24, the graduates from university 65.2 % and the English Speaking people 91.4 %. Such results are similar to the referee criteria of FIFA. Further, it is understod in our study that the weekly, monthly and annually training and practical works of the provincial referee committees are sufficient. This result is highly satisfied in term of provincial referee committees and referees. The football referees of Kocaeli have stated that the training and growing works, time, frequency, purpose, knowledge levels of trainers, tools, materials and field status, Local TV, situation of training equipment such as overhead plus examination and training places are sufficient. Howeverwe see that the budget allocated to training and growing and closed sport centers are not satisfied. Consequently, it has been found out that Kocaeli Provincial Referee Committee reporting to Turkish Football Federation and Central Referees Committee is successful for policies regarding training and growing of referees.
