Toplam kalite yönetiminin ilköğretim okullarındaki eğitim programlarına uygulanabilirliği

Abstract

ÖZET Üretim sektöründe doğan ve hizmet sektöründe de hızla yayılmaya başlayan TKY anlayışı ülkemizde Milli Eğitim Bakanlığının çalışmalarıyla eğitim sisteminde yerleştirilmeye çalışılmakta, konu ile ilgili tüm iller bazında eğitim çalışmaları verilmektedir. Eğitim sisteminde kalite çalışmalarının eğitim programlan göz ardı edilerek yapılabilmesi olanaksızdır. Bu anlamda eğitim sisteminde uygulanması planlanan TKY anlayışının eğitim programlarına da uygulanma gereksinimi vardır. Bu çalışma, eğitim kurumlarında TKY'nin uygulanabilirliğini düşünen kişilere TKY'nin eğitim programlarına uygulanabilirliğine yönelik öğretmen ve yönetici görüşleri ile böyle bir uygulamayı değerli bulup bulmadıklarının belirlenmesi ve bu amaçla konu ile ilgili yapılacak uygulamalara yardımcı olmak amacıyla hazırlanmıştır. Araştırmanın birinci bölümünde TKY ile ilgili kuramsal bilgilere, problem cümlesi, alt problemler ve sınırlılıklara yer verilmiş, ikinci bölümde ise konu ile ilgili araştırmalar yer almıştır. Araştırmanın üçüncü bölümünde de araştırmanın yöntemiyle ilgili bilgiler yer almaktadır. Araştırmanın verileri önce geniş bir literatür taramasından sonra anket yardımıyla toplanmıştır. Araştırmada deneklerin eğitim programlarında TKY'nin uygulanabilirliğine yönelik görüşlerini belirlemek amacıyla 5'li likert tipi ölçek kullanılmıştır. İstanbul ilinde İl Milli Eğitim Müdürlüğü'ne bağlı 10 ilçede toplam 21 ilköğretim okulunda anket çalışması yapılmıştır. 307 denekten elde edilen veriler SPSS istatistik paket programı kullanılarak frekans dağılım tabloları, çapraz tablolar oluşturulmuş ve değişkenler arasındaki farklılığı test etmek amacıyla X2 (Ki-Kare) istatistik testi uygulanmıştır. Araştırmanın önem derecesi 0.05 olarak alınmıştır.Dördüncü bölümde araştırma ile ilgili bulgular ve yorumlara yer verilmiş, ilköğretim okulu öğretmenlerin TKY konusunda bilgilenmelerine rağmen eğitim programlarında TKY uygulamaları konusunda bilgi sahibi olmadıkları, bu yeni uygulamanın başarılı olacağına inanmalarına karşın eğitim programlarında uygulanabilirliğine genel olarak olumsuz baktıkları, olumsuz görüşte olmalarının önemli bir sebebinin mevcut durumun yetersizliklerinden kaynaklandığı, sınıf öğretmenleri ve bayan öğretmenler tarafından daha çok benimsenmesi sebebiyle ilköğretim okullarının birinci kademesinde (ilk 5 yıl) eğitim programlarına TKY uygulamalarında daha başarılı sonuçlar elde edileceği, tüm bunların yanında yeni mezun öğretmenlerin gerekli yeterliliklere sahip olmadığı bu bağlamda verilen hizmetiçi eğitimlerin eksikleri gidermede yetersiz olduğu, öğretmenlerin eğitim bilimleri konusunda yetersiz oldukları sonucuna varılmıştır. Araştırmanın son bölümünde; TKY'nin eğitim programlarına uygulanma çalışmalarına yol göstermeye yönelik öneriler sunulmuştur.

SUMMARY TQM, born in production sector and also being spread out in service sector, is being implemented to the national education system by the Ministry of Education. Studies are done in all related cities. It is impossible to work on quality studies for the education system without the help of education programs. In such a sense, it is necessary for TQM to be applied in education programs as it is applied in the education system. This study consists of the manager and teacher point of views on the application of TQM to the education programs and if it is worth to apply such a study and also it attempts to help the applications on TQM which will be studied by related people in education institutions. In the first section of the study theoretical data about TQM, the sentence defining the problem, sub-problems and the coverage of the study take place, while in the second section there are the researchs on the subject. In the third section the methodology of the research is mentioned. The data of the research are gathered by the help of a literature search first and then the survey study. To determine the thoughts of the samples about the application of TQM on education programs, a 5 Likert type of scale is used. A survey study is applied in 21 schools around 10 towns related to Istanbul City Management of National Education. The data from 307 samples is the input to SPSS statistics software and by the help of this software the frequency distribution tables, cross tables are formed and to test the meaning of differences between variables the X2 statistic test is used. The significance level of the research is taken as 0.05. In the fourth section the results and comments take place. The important findings are; although primary school teachers are aware of TQM, they are not informed about TQMapplications in education programs; altough they know that the new application can be useful, they don't believe that it can be applied to the education programs; the important reason that they are against is the lack of the present situation; since head-teachers and female teachers support this project more than the others, more successful results can be obtained from the application of TQM to the education programs in the first part (5 years) of primary schools; besides all, new graduated teachers don't have the necessary capabilities and internal education is not enough to satisfy the needs; teachers are not capable of education sciences. In the last section of the research; some comments are presented to lead a way for the application of TQM to the education programs.
