Post-fordist dönüşüm süreci ve Türkiye`de belediyeler

Abstract

ÖZET Dünya ekonomisinin 1970'li yılların başlarında içine düştüğü kriz sonucu, Post- Fordizm olarak adlandırılan yeni ve esnek bir üretim sisteminin doğması, toplumsal, siyasal ve yönetsel alanları etkileyerek, bu alanlarda da köklü dönüşümlerin meydana gelmesine yol açmıştır. Bu dönüşümler, özellikle 1980'li yılların başlarında iktidara gelen yeni sağ ve liberal partilerle birlikte büyük bir ivme kazanmış, başta kamu yönetimi ve yerel yönetimler, yeni süreç çerçevesinde şekillendirilmeye çalışılmıştır. Büyük ölçüde yeni yönetim anlayışını içeren ve onun yerel yönetimlerdeki yansımalarıyla karşılıklı etkileşim içinde olan bu yeni dönüşüm, özellikle 1980'li yıllardan sonra Türk yerel yönetim ve belediyeleşme sürecini de etkilemiştir. Bu çerçevede 1980'li yıllardan sonra, Türk belediyeciliğinde bir yandan adem-i merkeziyetçi ve piyasaya dönük eğilimler ortaya çıkarken; bir yandan da geleneksel yönetim anlayışı etkisini sürdürmüştür. Dolayısıyla 1970'li yıllardan itibaren gelişen ve 80'li yıllardan sonra yoğun bir biçimde kamu sektörü ve yerel yönetimlerde uygulama alanı bulan Post-Fordist dönüşüm süreci, Türk belediyecilik uygulamaları ve belediyeleşme sürecini homojen bir biçimde etkilememiş, Türk yönetim geleneğinin de bir sonucu olarak Fordist, merkeziyetçi ve bürokratik uygulamalar, yeni süreç içinde de varlığını sürdürmüştür. SUMMARY The crisis of the 1970s in the world economy has brought a new and flexible production system of production. This new process, called as Post-Fordism, has affected economic structure and social, political and administrative fields and has created some major transformations in these fields. Especially, at the begining of the 1980s when the new right and liberal parties came to power, these transformations gained a big acceleration. Thus, in this process, public administration, local goverments and municipalities have been restructured on the basis of market. This new transformation, which included to a great extent, new public management approach and its reflections in local goverments, has influenced Turkishlocal goverments and municipalities after the 1980s. Within this framework, on the one side, the tendencies of decentralisation and market orientation have emerged in Turkish municipalities. On the other side, the traditional understanding of administration has contiuned to influence in Turkish local goverments. The process of Post-Fordist transformation has not affected Turkish municipal process and arrangements in a homogenous way. As a result of the Turkish administrative tradition, Fordist, centralized and bureaucratic policies have continued their existence within the new process as well.
