İlköğretim okul müdürlerinin yetki devretme düzeyleri (Sakarya ili örneği)

Abstract

ÖZET Bu araştırma ilköğretim okulu müdürlerinin yetki devretme düzeylerine ilişkin 2001- 2002 eğitim-öğretim yılında Sakarya ili merkez ilçede görev yapan ilköğretim okulu müdürleri, müdür yardımcıları, müfettiş ve öğretmenlerin görüşlerini belirlemek amacıyla yapılmıştır. Bu araştırma betimsel nitelikte bir araştırmadır. Konuyla ilgili literatür taranmış ve bu literatüre dayanarak araştırmacı tarafından bir anket hazırlamıştır. Hazırlanan bu anket Sakarya ili Merkez İlçe sınırları içinde yer alan ilköğretim okullarında görevli okul müdürü, müdür yardımcısı, müfettiş ve öğretmenlere uygulanmıştır ve uygulamanın sonucunda elde edilen veriler yorumlanmıştır. Bu araştırmada Sakarya İli merkez ilçesinde görev yapan ilköğretim okulu müdürlerinin yetki devretme düzeylerinin saptanması, varolan durumun ortaya konulması ve yetki devretmenin önemi ve gerekliliğinin vurgulanması açısından önem taşımaktadır. Araştırmanın örneklemine Sakarya ili merkez ilçesinde görevli olan tüm ilköğretim okulu müfettişleri, 20 ilköğretim okulu müdürü, 48 müdür yardımcısı ve 399 öğretmen alınmıştır. Deneklere gönderilen anketlerden müfettişlerden 22, okul müdürlerinden 11, müdür yardımcılarından 1 8, öğretmenlerden349 olmak üzere toplam 400 anket geçerli ve kabul edilebilir bulunarak çözümlemeler bunlar üzerinde yapılmıştır. Araştırmanın bulgularında okulda tüm karar ve yetkiler olmasa da kararların büyük çoğunluğu üst yöneticiler tarafından alınmaktadır. Sınırlı karar ve yetkiler devredilmektedir. Buna bağlantılı olarak yöneticiler temel konulara zaman ayıramadığıdır. İlköğretim okullarında yetkiler devredilmelidir. Yetki devrinin basan ile sonuçlanması için ilköğretim okullarında görev yapan tüm yönetici ve öğretmenler yetki devri konusunda hizmetiçi eğitime alınmalıdır. SUMMARY The Authority Transfer Level Of The Principals At The Elementary Education KEY WORDS: Authority Transfer, Principals At The Elementary Education The purpose of this study is to outline the views of the principals, vice-principals, inspectors and teachers working in the elementary education departments in Sakarya and its districts. This studyis based on the authority transfer of the principals between the school years of 2001 and 2002. The research is depictively formed and the literature study related to the topic is reviwed in a wide range. Data was gathered by a questionnaire prapared by researches from principals and teachers who work in the elementary education department in Sakaraya districts. The main aim of this research is to determines, the authority transfer level of the principals who work in the elemantary education department in Sakarya and is also emphasize the necessity and importance of the authority transfer at schools. The sample of the study consists of 20 principals, 48 vice-principals,33 inspectors and 399 teachers who are under the duty of schools that are in Sakarya and districts. The positive resolution of the study depends on 400 surveys of 22 inspector, 11 principals, 18 vice- principals, and 349 teachers. It is stated out of the survey that not all but most of the decisions are taken by the superior group and restricted authority and decisions are turned over. As a result of this administratives are not able to spend much time on the main subjects. The administrators are frightened by losing their control after turning over their duties and they also are not able to show any endurance to the opposing views. There is distrustfulness between the administrators and the superiors and the administrators take neither responsibilty aganist the authorities that are given by the superiorities nor perceive and responsibilty aganist them.
