Yeni kamu yönetimi anlayışı ve mülki idareye yansıması

Abstract

ÖZET Çalışma yeni kamu yönetimi anlayışının mülki idare amirleri tarafından benimsenip benimsendiğini, eğer benimsenmiş ise bunun derecesini ortaya koymaya amaçlamaktadır. Çalışma üç bölümde oluşmaktadır. Birinci bölümde geleneksel kamu yönetimi anlayışı üzerinde durulmuş ve yönetim amacının temel özellikleri üzerinde durulmuştur. İkinci bölümde yeni kamu yönetimi anlayışına yer verilmiştir. Bu bölümde yeni kamu yönetimin anlayışını ortaya çıkaran faktörler ve yeni kamu yönetimi anlayışının temel özellikleri ayrıntılı bir şekilde incelenmiştir. Üçüncü bölümde ise ampirik bir çalışmaya yer verilmiştir. Birinci ve ikinci bölümde ele alınan teorik konular çerçevesinde yeni kamu yönetimi anlayışının mülki idare amirleri tarafından yeni kamu yönetimi değerler sisteminin metotlarını ve yöntemlerinin mülki idare amirleri tarafından ne ölçüde kabul edilebilirliği ortaya konulmuştur. Varılan sonuç, Türk kamu yönetiminin gelişmiş batı ülkelerindeki kamu yönetimindeki gelişmelerden uzun süre uzak kalamayacağı, bu değişimleri gecikmeli olsa bile benimseyeceğidir. Bundan hareketle yapılan analizler sonucunda özellikle taşrada üst düzey yönetici konumda olan mülki idare amirlerinin yeni kamu yönetimi anlayışını düşünce düzeyinde benimsediklerini ortaya konmuştur. SUMMARY New Public Management Approach and Its Effects on General Field Managers (Governors, sub-Governors and District Governors) Keywords: New Public Management, Governance, Traditional Public Administration. This study aims to explore whether the new public management approach has been recognized by field administrators; and if it has been recognised, to demonstrate the degree of this recognisation. The study is consist of three chapters. In the first chapter traditional (classical) public administration approach and the basic features of the administration aim have been explored. In the second chapter new public management approach has been defined. In this chapter the factors of emerging the new public management approach and its basic features have been explained in details. In the third chapter an empiric study has taken place. In the framework of theoretical subjects which have been explained in the first and the second chapters, the methods of the new public management value system and its acceptability degree by the field administrators has been explained. As conclusion, it has been understood that Turkish public administration can not stay far away from the developments of public management approach in the western countries for a long time. Therefore, Turkey should adopt these developments even if it could be in a deferred processing. So, in the lights of the analysis, it has been demonstrated that especially field administrators in the provinces and rural areas have acknowledged the new public management approach at least in opinional extent.
