Mehmet Emin el Mekki`nin Hulefa-yı İzam-ı Osmaniyye Hazeratının Haremeyn-i Şerifeyn`deki Asarr-ı Mebrure ve Meşkure-i Hümayunları adlı eserinin transkripsiyonu ve tahkiki

Abstract

Osmanlı Devleti Mısır'ın fethiyle beraber kutsal topraklarda söz sahibi olmaya baslamıstır.Burayı bir sömürü degil,hizmet edilmesi gereken bir yer olarak gördüler.Osmanlı tarihini aydınlatmak açısından önem tasıyan bu eserde,Osmanlı sultanlarının Mekkeve Medine'ye verdikleri deger maddi ve manevi açıdan ele alınmıstır.Osmanlı Devleti hiçbir karsılık beklemeden-mesela buralardan herhangi bir vergi alınmamasımaddiyardımlar yapmıs,buralarda imâr ve tamiratlar yapmıstır.?Surre Alayları?düzenleyerekhem hacılara gerekli destegi saglamıslar hem de yerli halka maddi destekler sunmuslardır.Osmanlı sultanları kendilerini Mekke ve Medine'nin hizmetkarları olarak görmüslerdir veHz.Peygamber namına buralara hizmetler sunmuslardır.Cidde,Aden,Taif,Yenbaü'lBahr,Sevirkiye,Ciyad gibi yerlerde askeri,ilmi,sosyal müesseseler ta'mir ve insâolunmustur.Hicâz demir yolu insâsı gibi önemli projeler gerçeklestirilmistir.Eserde ayrıca bu bölgedeki yerlerin ekonomik,sosyal,ilmi,cografi gibi özellikleri de elealınmıstır.Devlet yapısı,nüfusu,ekonomik ugrasları da genis bir sekilde ele alınmıstır.Özellikle slâm dünyasında önemli bir vazife olan hac üzerinde durulmus ve buraya gelenmilletlerin yapısı üzerinde durulmustur.Hac vazifesi yerine getirilirken Osmanlı'nın yapmısoldugu hizmetler detaylı olarak ele alınmıstır.Osmanlı Devleti'nin Hac organizasyonu genisbir sekilde ele alınmıstır.Hacıların ihtiyaçları ve güvenligi için yapılan hizmetler sunulmustur.Eserde ulasım,nüfus miktarı,yüzölçümleri,sosyal müesseseler,devlet müesseseleri,devletgörevlilerinin cetvel halinde bilgilerimize sunulması dikkate sayan konulardır.Osmanlı Devleti'nin yapmıs oldugu,imaratlar,yardımlar ve yatırımlar miktar olarakbelirtilmistir.Eser hem dini nitelikli hem de verdigi bilgilerle tarihi kaynaklık etmektedir.O bölgelerin tümözellikleri vurgulanmakla birlikte Osmanlı Devleti'nin yapmıs oldugu yardımların dabelirtilmesi esere daha da önem katmaktadır.Son noktayı koymak istersek;Osmanlı Devleti'nin kutsal topraklarda(Hicâz bölgesi yaniMekke-Medine havalisi) yapmıs oldugu bu yatırım ve yardımların onun slâm dünyasındabüyük bir üne kavusmasına neden olmus ve eserde buna önemli bir vurgu yapılmıstır.

Ottoman Empire started to have an authority in the sacred lands after the conquest of Egypt.They have treated this place like a place to serve instead of a place to colonize.In this work, which is of great importance in enlightening Ottoman history, the value imposedon Mecca and Medina by the Sultans of Ottoman is discussed.The Ottoman have never expected anything in exchange of the material assistance, and thepublic improvements and services provided to these place ? they did not even collect tax fromthese places at any time. They have aided both the hadjis and the local population by sending`Surre` legions (legions that carried gifts to the local population).Ottoman Sultans have seen themselves as servants of Mecca and Medina and offered theirservices to the prophet's land. They have repaired and built many military, scientific, socialbuildings in places like Jidda, Aden, Taif, Yenbau'l Bahr, Sevirkiye and Ciyad. Importantprojects such as the Hedjaz railway project have been brought into life by the Ottoman.The work also covers economical, social, scientific and geographical characteristics of theseareas. Government structure, population, economical developments are also included.Hadj, which is a duty of the greatest importance in the Islamic world has been discussed andthe structure of nations visiting this place has been taken into consideration.In this point, the services of the Ottoman are discussed in detail. Hadj organization of theOttoman Government has also been largely explained. The services provided for the needsand security of hadjis are also provided.Transportation, population and surface area related information, social establishments,governmental establishments, government officers are provided to us in tables scheduleswithin the work.Constructions and investments that have been made, and aids that have been given areindicated in figures.The work is both religious and historical in nature. All features of the area are highlightedwhile discussing the assistance of the Ottoman Government.Investments and assistance of the Ottoman Government in the sacred lands (the environs ofMecca and Medina, namely the Hedjaz district) have secured their place in the Islamic worldand the work emphasizes this issue.
