Ab` ye giriş sürecinde Türkiye`deki Kobi destek sisteminin Ab ile karşılaştırılması

Abstract

AB' ye giriş sürecinde Türkiye' deki KOBİ destek sisteminin AB ile karşılaştırılmasını amaçlayançalışma dört bölümde incelenmiştir.İlk bölümde teorik açıdan ele alınan KOBİ' ler temel nitelikleri ile açıklanmış, tarihsel gelişim süreciiçersinde ele alınmış ve Türkiye ve Avrupa Birliği ülkeleri dışında yer alan bazı ülkelerde ve uluslararası kuruluşlarca nasıl tanımlandıkları ortaya konulmuştur. Bu bölümde Türkiye' deki KOBİtanımlamasına, Avrupa Birliği KOBİ tanımlamasına ve Avrupa Birliği ülkelerinde yer alan KOBİtanımlamalarına çalışmanın sistematiği gereği yer verilmemiştir. Buradaki amaç bu ölçektekiişletmelerin ekonomi içersindeki diğer değişenlerin varlığı olmaksızın, işletme literatürü açısındannasıl tanımlanmış olduklarını ele almaktır.İkinci bölümde konu Birlik açısından ele alınmıştır. Kullanılan sistematik gereği KOBİ' ler Birlikmevzuatına ve bazı Birlik üyesi ülkelerin mevzuatlarına göre tanımlanmış, KOBİ' lerin Birlikiçersindeki gelişimi tarihsel süreç içersinde ele alınmış ve takiben KOBİ destekleri incelenmiştir. Çalışmanın bu bölümünde ki amaç Birlik içersinde KOBİ' lerin konumunu ve KOBİ' lerindesteklenmesinin ne amaç ve araçlarla yapıldığını ortaya koymaktır.Üçüncü bölümde konu Türkiye açısından ele alınmıştır. KOBİ' lerin farklı kurumlarca ne şekildetanımlandıkları ele alınmış ve KOBİ destekleri incelenmiştir. Çalışmanın bu bölümünde Türkiye' dekiKOBİ' ler ve KOBİ' lere yönelik destekler ortaya konmak suretiyle aynı konuların Birlik ülkeleri ilekarşılaştırılması amaçlanmıştır.Çalışmanın temel hedefini oluşturan dördüncü ve son bölümde ise ikinci ve üçüncü bölümlerde KOBİ' lere ve KOBİ' lere yönelik desteklere yönelik Birlik ve Türkiye düzeylerinde ortaya konan verilerin karşılaştırılması amaçlanmıştır

The thesis, that goals to compare the aid system between Turkish and EU SMSe? s in the process of the joining of Turkish Republic to the EU, is divided in to four chapters.In the first chapter SMSe? s are stated on the theoretical stage. In this stage they are stated with theirbasic characters, evaluated in the historical background and give sample definations from foreign countries (other of EU Countries) and international foundations. In this chapter the definations ofTurkish SME?s and EU definations has not been mentioned because of the systematic of the paper.The main goal in this chapter is to clarify the SMSe? s from the side of literature.In the second chapter, the subject is stated from the side of EU. Because of the systematic, theSMSe? s are defined from the side of EU and from the side of some of EU countries,evaluated in the historical background and than the aids that are givven to the SMSe?s are examined. The main goalin this chapter are to define the positions of SMSe?s in the EU, explain the reasons of supportingSMSe?s and to understand the means and goals of supporting the SMSe?s.In the third chapter, the subject is stated from the side of Turkey. First, the different definations ofSMSe?s from the sides of different foundations and than aids are examined. The main goal of thischapter to explain the SMSe? s in Turkey and define the aids to the SMSe?sIn the fourth and last chapter, the datas that are shown in the chapters of second and third are aimed to be compared.
