AB katılım sürecinde Türkiye`de mesleki standartların yeniden yapılandırılması

Abstract

Avrupa Birliğine giriş sürecinde yapılması gereken değişiklikler içerisinde Meslekler ve Mesleki Yeterlilik Mesleklerin Sınıflandırılması ve Uluslararası bir Standarda kavuşturulması, sertifikalandırma ve akreditasyon çalışmalarının genel olarak incelediği bu çalışmada amaç Mesleki Standartların belirlenmesi ile ilgili tarihi süreci baştan sona gözler önüne sermektir.Avrupa Birliği giriş sürecinde ülkemizde yapılan çalışmaları görmek ve göstermek, eleştirel bir gözle ve yapıcı bir şekilde eğer varsa eksiklikleri belirleyebilmek ve faydası olabilecek teklifler ortaya koymaktır.Çalışmada yöntem olarak kaynak araştırması ve kanun yönetmeliklerin incelenmesini yapılıp daha sonra eksik kalan ve tamamlanması kaynaklardan bulunamayacak bilgilere de kişisel görüşmelerle sürecin bizzat içinde olan İŞKUR ve Mesleki Yeterlilik Kurumundan üst düzey yöneticiler ve uzmanlarla yapılan görüşmeler sonunda erişilebilmiştir.Sonuç olarak ülkemizde yapılan uyum çalışmaları son yıllarda hız kazanmış ve olumlu bir şekilde devam etmekte, şu gün itibariyle birçok mesleğin standardı oluşturulmuş ve sertifikalar verilmeye başlanmıştır.Mesleki standartların yeniden yapılanması çalışmalarında herhangi bir olumsuzluktan söz edilmesi mümkün görünmemektedir. AB ye giriş sürecinde yapılan bu çalışmaların tümü her açıdan her kesime faydalı çalışmalardır,MYK kurulduğundan günümüze kısa sürede gayet başarılı çalışmalar yürütmüş ve epey mesafeler almıştır. Yapılan çalışmalar tetikleyici özellikte olduğundan diğer mekanizmaları da harekete geçirecek iş dünyasında ve ülke genelinde önemli değişimler yaşanacaktır.
