1299-1300 Hicri,1881-1883 Miladi yıllarında Şark-ı Rumeliyle alakalı mecliste kabul yada redd edilmiş kanun ve kanun layihaları

Abstract

Osmanlı Devleti XIX. Yüzyılda hakimiyeti altında bulunan hristiyan milletlerin, ya istiklallerini elde etmek, yahut da yarı müstakil bir hale gelmek suretiyle devletten ayrılması sorunlarıyla uğraşmıştır. Zahirde 1789 Fransız İhtilal-i Kebirinin etkileriyle ancak özellikle büyük devletlerin Osmanlı imparatorluğunu küçültme siyasetiyle milli uyanışa soyunan Yunan, Sırp, Karadağ, Romen ve Bulgarlar Balkanların devletin elinden çıkışına sebeb olmuşlardır. Nitekim bu sorunların bir uzantısı olarak Rusyanın 93 harbi olarak bilinen 1877-1878 Osmanlı- Rus harbi neticesinde Ayestefanos anlaşması ile kurmuş olduğu Büyük Bulgaristan Prensliğinin Avrupalı Devletlerce Berlin Antlaşmasıyla ortadan kaldırılıp Bulgaristan Emareti haline getirilmesi ve Makedonyanın da Osmanlı Devletine iadesiyle ikisi arasında kalan bölgenin de Şark-ı Rumeli adıyla mümtaz bir vilayet şeklinde teşekkülü Bulgaristanın 5 Ekim 1908 tarihinde bağımsızlığını ilan etmesine kadar Osmanlının Balkanlarda kalışını bir süre daha uzatmıştır. Biz bu çalışmada teşkilinden elden çıkışına dek Osmanlı Devletinde kalan ancak hristiyan valilerce yönetilen bu vilayetin 1299-1300 senelerine aid mecliste kabul yada redd olunan kanun ve kanun layihalarını hazırlayarak Osmanlının bu vilayetle alakalı hizmet ve düşüncelerinin anlaşılmasına katkı sağlamak istedik.Anahtar Kelimeler: Şark-ı Rumeli, Meclis, Kanun ve Kanun Layihaları
