Davutoğlu doctrine and Turkish foreign policy in the middle east: A critical constructivist analysis

Abstract

Bir devletin tarihsel geçmişi ve coğrafi konumu ile ilgili olarak, dış politikada bir anlatı yaratabilen kimlik oluşturma sürecinden ayrılmayacaktır. Bu tez, Davutoğlu Doktrini olarak tanımlanan Davutoğlu'nun dış politika doktrini çerçevesinde Türk dış politikasının Orta Doğu'ya yeniden inşası ve yeniden üretilmesi ile ilgili anlatıları inceler, inceler ve anlatır.Bu tez, eleştirel konstrüktivist bir yapılandırmacı analiz perspektifini kullanarak, Türkiye'nin Davutoğlu Doktrini'ne atıfta bulunan Türk dış politikasının, Türkiye'nin tarihsel kimliğini ve coğrafi kimliğini yeniden yorumlamasıyla Türkiye'nin uluslararası siyasal çevrelerde oynadığı rolü yeniden yapılandırmaya yönelik bir girişim olduğunu öne sürmektedir.Bu tez, Davutoğlu Doktrininin stratejik vizyonunun sadece Türk dış politikasının geleneksel olarak gerçekleştirilmesine yönelik bir girişim olmadığı sonucuna varmıştır, ancak bundan daha fazlası, Türkiye yeni kimliğini dönüştürmek için çaba harcıyor. Dahası, bu etkinlik, daha önce Batı'ya yönelmiş olan Türk dış politikasından bir eksen kaymasıyla sonuçlandı ve şu anda bu dersi, biri Orta Doğu olan dünyanın diğer stratejik alanlarına çevirmeye çalışıyor.Sonuç olarak, Davutoğlu Doktrini, Türkiye'nin küresel bir temsilci ve bölgenin önemli bir oyuncusu olarak yeniden konumlandırılması amacıyla Türkiye'nin Türk dış politikasını Orta Doğu'ya doğru inşa etmede Türkiye'nin devlet kimliğini yeniden yapılandırdığı tespit edilebilir.

With regard to the historical background and geographical location of a state in the world will not be separated from the identity construction process that eventually able to create a narrative in foreign policy. This thesis explores, examines, and brings narratives about the reconstruction and reproduction of Turkish foreign policy towards the Middle East through a framework of Davutoğlu's foreign policy doctrine that is defined as the Davutoğlu Doctrine.By using a critical constructivist analysis perspective, this thesis argues that Turkish foreign policy, which refers to the Davutoğlu Doctrine for Turkey, is an attempt to reconstruct Turkey's role in international political circles through a construction of Turkey's state identity reinterpretation of its historical heritage and geographical grace.This thesis concludes that Davutoğlu Doctrine's strategic vision is not merely an attempt at the traditional realization of Turkish foreign policy, but more than that, Turkey is making efforts to transform its new identity. Furthermore, this activity has resulted in an axis shift from Turkish foreign policy, from previously oriented to the West and is currently trying to change the course to other strategic areas of the world, one of which is the Middle East.As a result, the Davutoğlu Doctrine can be identified that Turkey is reconstructing the Turkey's state identity in building Turkish foreign policy towards the Middle East with a view to repositioning Turkey as a global representative and a key player in the region.
