Abstract
Belçika'da tarihi süreç içerisindeki siyasal gelişmelerin temelinde `öğretim`in çok büyük yeri vardır. Ülkede bugünkü federatif yapının oluşması sürecine kadar `öğretim` belirleyici bir rol almıştır. Ülkede gelişen tarihi olaylar, `okul savaşları` veya `öğretim savaşları` deyiminin bile kullanılmasına sebep olmuştur. Bugünkü eğitim sistemi, ülkedeki parçalı yapıyı birebir yansıtmaktadır. Özellikle göçmen bölgelerinde, ortaöğretimde mesleki eğitim için kurulmuş bulunan CEFA'lar (Centres d'Education et de Formation en Alternance), `çıraklık` ve `tam zamanlı okul` karışımlı eğitim merkezleridir. Türkler dahil olmak üzere neredeyse tüm göçmen öğrenciler özellikle CEFA'lara yönlendirilirler. Bu yönlendirme özellikle Belçika makamlarınca bilinçli olarak yapılmaktadır. Dolayısıyla, bu çocukların yüksekokullara ve üniversitelere devam etme fırsatları otomatik olarak kaybolur. Ayrımcılığın adeta sembolü durumunda olan bu okullarda, sokakta suç işleme potansiyeli olduğu iddia edilen göçmen gençlerin rehabilite edilmesi amaçlanmaktadır. Bilindiği kadarıyla, CEFA'ların belirtilen bu ayrımcılık rolü henüz herhangi bir yayında ortaya konulmamıştır. Bu çalışmada, CEFA'larda yapılan röportaj ve incelemelerde elde edilen bulgular ışığında bu okulların bilinmeyen yönleri ortaya konulmuştur.Anahtar Kelimeler: CEFA, Belçika'daki göçmenler, ayrımcılık, eğitim-öğretim, meslek. On the basis of political developments, education has a very great place within the historical process in Belgium. Education has taken a significant role until the establishment of today's federal structure in the country. Historical events in the country have even led to the use of the expressions of `school wars` or `education wars`. Today's education system in the country reflects a structure in pieces. CEFAs (Centres d'Education et de Formation en Alternance) are the vocational education centers which were established in the immigrant regions as the mixture of two disciplines; `apprenticeship` and `full-time education`. Immigrant students (including Turks) are particularly directed to CEFAs. This direction is done deliberately, especially by the Belgian authorities. Subsequently, the young immigrant loses automatically the opportunity of continuation to colleges and universities. The young immigrants, having been claimed to be the suspect of committed crimes in the streets, are intended to be rehabilitated in CEFAs. In this respect CEFAs are likely a symbol of discrimination. As far as we know, this stated role of CEFAs for discrimination has not been documented yet in any publication. In this study, the unknown aspects of CEFAs have been demonstrated in the light of findings which are acquired in the interviews and observations in CEFAs.
