Ulus devlet, bürokrasi ve siyaset ekseninde otoritenin meşru kullanımı

Abstract

Vesayet sistemi son yıllarda kamu yönetimi ve siyaset bilimi alanlarının en tartışmalı ve gözde konularından biridir. Ulus devletlerde yöneten, yönetilen ilişkisini anlamaya imkan tanıyan bu kavram aynı zamanda yakın dönem siyasi tarihimizin en önemli belirleyenleri arasındadır. Özellikle askeri darbeler ile birlikte gündeme gelen vesayet kavramı demokratik ülkelerde aşılması ve şeffaf hale getirilmesi gereken önemli hususlar arasındadır. Dolayısıyla modern ulus devleti ve reflekslerini anlamak açısından vesayet sisteminin sosyal bilimler açısından anlaşılması bir zorunluluk olarak karşımızda durmaktadır.Türkiye bağlamında devlet, meşruiyet ve vesayet kavramlarını anlamaya imkan tanıyan trajik bir hadiseler vardır. Bu hadiselerin birçoğu atanmışlar ile seçilmişler arasındaki gerilime dayanmaktadır. Bu gerilim esasında siyaset ile bürokrasinin gerilimidir. Türkiye özelinden bakacak olursak bürokrasinin vesayet kullanımı bu gerilimin başlıca nedenleri arasındadır. Bu çalışma bürokrasinin vesayet üzerinden siyasetin yetkilerine ortak olma çabasını örnekler üzerinden ortaya koymayı hedeflemektedir.

In the last years, the tutelage regime has been one of the most debated and popular subjects of the public management and the political science. The concept provides to understand the relationship between the ruler and the ruled in nation-states and it has also been one of the most important determinants of our recent political history. The tutelage regime which especially came up with the military coup d'états is an important issue that should be overcome and transparent in the democratic countries. Thus, to understand the tutelage regime in terms of social sciences is essential in order to understand modern nation-state and its reflexes.In the context of Turkey, there are tragic incidents which provide to understand the concepts of state, legitimacy and tutelage regime. These incidents generally are based on the tension between the elected and the appointed. Indeed, this tension is between the politics and the bureaucracy. From the perspective of Turkey, the main reason behind this tension is the bureaucracy's tutelage on the politics. This study aims to put forward the bureaucracy's efforts to take over the competence of politics through examples.
