VI. Demirel Hükümeti, askeri ihtilal ve Özal Hükümetleri dönemlerinde öğretmen sorunlarının Türk basınına yansımalarının değerlendirilmesi (1979-1989)

Abstract

Bu araştırmada VI. Demirel Hükümeti, 12 Eylül Askeri Harekât'ın Ulusu Hükümeti, I. Özal Hükümeti, II. Özal Hükümeti dönemlerinde (1979-1989) Türk Basınına yansıyan öğretmen sorunları incelenmeye çalışılmıştır.Araştırmada, tarama modelinde ?tarihsel araştırma yaklaşımı? uygulanmıştır. Araştırmanın evreni, 1979-1989 yılları arasında yayınlanan süreli yayınları kapsamaktadır. Örneklemi ise, 1979-1989 yıllarında yayınlanan Cumhuriyet, Milliyet, Milli Gazete, Yeni Asır ve İki Nisan gazeteleridir.Araştırmada, öğretmenlerin mesleki sorunları olarak tespit edilen; öğretmenlerin sayısal durumu, öğretmenlerin hukuki statüsü, öğretmenlerin örgütlenme sorunu, öğretmenlerin ekonomik sorunları, öğretmenlerin yetiştirilmesi sorunu ve öğretmenlerin mesleki yayınları olarak ele alınmıştır. Bu sorun başlıkları süreli yayınlarda değişen yoğunluklarda yer almaktadır.Öğretmen sorunları, ilköğretim ve ortaöğretim öğretmenleri olarak ele alınmıştır. Bu sorunların her iki grupta da benzerlik gösterdiği görülmektedir.Araştırmanın kapsadığı 1979-1989 yılları arasında görev yapan dört farklı hükümet dönemlerinde, öğretmen sorunlarının farklılaştığı belirlenmiştir.12 Eylül 1980 Askeri Harekatı'ndan önceki dönemde yaşanan toplumsal, siyasi ve politik çalkantılardan etkilenen öğretmenlerin, 12 Eylül Askeri Harekatı'ndan sonra bu sorunları farklı boyutlarda yaşadığı söylenebilir.

In this study, the problems of teachers that had a place in the Turkish media in the periods of the VIth Demirel Government, of the Ulusu Government of the Coup d`etat of the September 12, of The Özal Goverment I, and of the Özal Government II (1979-1989) have been aimed to be examined.A `historical research approach` in the scanning model has been applied into the study. The universe of the study consists of the periodicals between the years of 1979 and 1989. The sampling is from the newspapers called Cumhuriyet, İki Nisan, Milliyet, Milli Gazete, and Yeni Asır.The detected vocational problems of teachers such as their numerical problems, their legal status, their organizational problems, their economic problems, and the problems coming out of their being trained and of their vocational publications have been taken into consideration in this study. These captions of the problems have taken their places in the periodicals in changing frequencies.The problems of teachers have been dealt with in between two teacher groups: primary and secondary education teachers. It can be seen that these problems show similarities for both of the groups.It is determined in the study that in the periods of the four different governments which were in power between the year 1979-1989 that this study comprises, the problems of teachers have differentiated.It can be claimed that the teachers who had been affected by the social and political upheavals encountered in the periods before the 1980 Coup d`etat of September 12, have experienced these problems in different ways after the said coup d`etat.
