Arab Spring and Qatar: Big role of a small state in Libya

Abstract

Bu tez çalışması, Katar'ın Arap Baharı sürecindeki rolünü Libya'daki uluslararası müdahale örneği üzerinden inceleyerek Katar'ın Kaddafi rejiminin sona erdirilmesinde oynadığı rolün tarafsız dış politikası üzerindeki etkilerini değerlendirmektedir. İç faktörlerin belirleyici rol oynadığı Katar dış politikası son yıllarda yakaladığı ivmeyle etki alanını genişletmiş ve bölgede önemli bir tarafsız ülke olarak temayüz etmiştir. Arap Baharı sürecinde görece istikrarlı Körfez ülkeleri dahi değişim rüzgarından etkilenmiştir. Bu süreçten yara almadan çıkan Katar, yakın çevresindeki statükoya meydan okumak yerine enerjisini bölge dışına yoğunlaştırmıştır. Şeyh Hamad'la özdeşleştirilen aktif dış politika ile Katar, Libya müdahalesi öncesinde Arap birliğinin ortak harekât etmesinde öncü bir rol oynamakla kalmamış aynı zamanda harekâtın meşruiyet kaynağı olmuştur. Libya'da oynadığı kilit rol Katar'ın prestijini uluslararası toplum nezdinde arttırırken aynı zamanda Katar'ın geleneksel dış politikasını tamamen değiştirmiştir. Çalışmada ulaşılan bulgular, yakın ve orta vadede Katar dış politika yapım sürecinin eskisi kadar kolay olmayacağına işaret etmektedir.Anahtar Kelimeler: Arap Baharı, Katar, Libya Devrimi, El Cezire, Arabuluculuk

This study analyzes the role of Qatar in the Arab Spring revolutions with an emphasis to the international intervention in Libya. While focusing on Qatar's contribution in toppling Gaddafi regime in Libya, the work also analyzes the consequences of the support on Qatar's neutral foreign policy. The examination of Qatar's foreign policy shows that domestic factors helped Qatar increase its sphere of influence and emerge as a significant impartial player in the region in the last decade. During the Arab Spring, even the relatively stable GCC states have witnessed winds of the change within their boundaries with the exclusion of Qatar. This domestically stable emirate has stood out as an exceptional case within the GCC and did not challenge the status quo inside its immediate neighborhood. Rather, it has focused its attention to the wider region where Qatar's purposive and ambitious leadership opted for following an active foreign policy during the eventful process. In this context, Qatar has not only orchestrated the efforts of Arab states before the intervention in Libya but also functioned as a major source of legitimacy. As a result of its key role in Libya, Qatar's neutral foreign policy changed irreversibly. The findings in the study show that this qualitative change in its foreign policy will complicate Qatar's foreign policy making in the short and medium term.Keywords: Arab Spring, Qatar, Libyan Revolution, Al Jazeera, Mediation.
