Abstract
Birleşik Devletler ve İran İslam Cumhuriyeti arasındaki ilişkiler karmaşıktarihsel, jeopolitik ve ideolojik faktörlerden etkilenmektedir. ABD ve İranarasındaki ilişkiler hakkında özgün bir anlayışa sahip olmak için, iki ulusuntarihsel, ideolojik ve felsefi temellerini bilmek gerekmektedir. Bu çalışma hemABD'nin hem de İran'ın tarihini, jeopolitik durumlarını ve dış politikasınışekillendiren dünya görüşünü inceleyecektir. Sadece bu kapsamlı anlayış düzeyiile Amerikan politika yapıcıları, ABD'nin ulusal çıkarına olan İran'a karşı birdış politika oluşturabilirler. Bu çalışmada, ABD'nin son yüzyıldaki dışpolitikasının temel amacının, serbest ticaretin teşvik edilmesi ve yasalarauyması, bireysel haklara saygı gösteren liberal bir dünya düzeninin yaratılmasıolduğu tartışılmaktadır. Amerikan dış politikasının yönü, Başkan Trumpliderliğinde milliyetçi bir yöne doğru ilerleyebilir. İran dış politikası, ulusalegemenliğini koruma ilkesi tarafından yönlendirilmektedir. İran'ın felsefi veideolojik gelişimi üzerindeki birincil etki, İran'ın Sünni komşularındanbağımsızlığını güçlendirmesine hizmet eden Şii İslam'dır. ABD ile İranarasındaki gergin ilişki, 1979 yılındaki ABD'nin müttefiki olan Şah'i deviren veAmerikalı diplomatları rehin alan İslam Devrimi'nin sonucuna dayanmaktadır.Bu çalışma, İran - ABD ilişkilerinin yeniden incelenmesi fikrini savunmaktadır.İran İslam Cumhuriyeti ve Birleşik Devletler, IŞİD gibi radikal Sünni gruplarınbastırılmasında ortak çıkarları paylaşmakta ve İran'ın İran Anlaşması'nıimzalama konusundaki istekliliği Amerika Birleşik Devletleri ile iyi niyetleanlaşma isteğini göstermektedir. Bu çalışma, Bush II / Obama dönemi rejimdeğişikliği politikasının yeniden gözden geçirilmesini önermektedir ve bununyerine İran'a ve ideolojiden ziyade istikrarı vurgulayan Orta Doğu'ya yönelik birpolitikanın ulusal çıkarları olduğunu savunmaktadır.Anahtar kelimeler; İran siyaseti, ABD siyaseti, İran – ABD ilişkileri, Orta Doğusiyaseti, dış politika. Relations between the United States and the Islamic Republic of Iran areinfluenced by complex historical, geopolitical, and ideological factors. To havea genuine understanding of the relations between the U.S. and Iran requiresknowledge of the historical, ideological, and philosophical grounding of the twonations. This report will analyze the history of both the United States and Iran,their geopolitical situation, and the worldview which shapes their foreignpolicy. Only with this comprehensive level of understanding can Americanpolicymakers create a foreign policy towards Iran which is in the nationalinterest of the United States. This report argues that the primary goal of UnitedStates foreign policy for the last century is the creation of a liberal world orderwhich respects the rule of law promotes free trade, and respects individualrights. The direction of American foreign policy might be shifting towards anationalist direction under the leadership of President Trump. Iranian foreignpolicy is guided by the principle of maintaining its national sovereignty. Theprimary influence on Iranian philosophical and ideological development is ShiaIslam, which serves to re-enforce the independence of Iran from its Sunnineighbors. The tense relationship between the United States and Iran is aproduct of the Islamic Revolution of 1979, in which a theocratic revolutionarymovement overthrew the Shah, an ally of the United States, and took Americandiplomats hostage. This report recommends a re-examination of Iranian UnitedStates relations. The Islamic Republic of Iran and the United States share acommon interest in suppressing radical Sunni extremist groups such as ISIS,and Iran's willingness to sign the Iran Deal indicates a desire to deal in goodfaith with the United States.
