Abstract
Üniversiteler, kampüs içi güvenliği sağlamak ve kampüs içinde oluşabilecek araç trafiğinin önüne geçmek amacıyla araç giriş-çıkış kontrollerinde geçiş sistemlerini kullanmaktadırlar. Trafik ve güvenlik sorunlarına çözüm üretmesi beklenen geçiş sitemleri kimi zaman sistem kurulum, kullanım ve yönetim adımlarında meydana gelen sistemsel ve yönetimsel aksaklıklardan dolayı çözüm üretmede etkisiz kalmaktadır. Bu bağlamda geçiş sistemlerinden elde edilecek faydanın en yükseğe çıkarılması için ortaya çıkan bu tür sorunların çözülmesi önem arz etmektedir. Bu çalışmada üniversitelerin geçiş sistemlerinde ortaya çıkan yönetimsel aksaklıkların asgariye indirilmesi amaçlanmış ve hedeflenen amaca ilişkin var olan geçiş sistemleri analiz edilerek geçiş sistemleri bünyesinde yer alan bariyer kontrol sistemleri için yeni bir yönetim modeli geliştirilmiştir. Yönetim adımlarını oluşturan bütün süreçlerin tasarımı gerçekleştirilmiş, süreç tabanlı yaklaşımla iş akış notasyonları kullanılarak sistem tetikleyici RFID etiketinin başvurusu sürecinden dağıtım sürecine kadar geçen faaliyetler yeniden tasarlanmıştır. Çalışma sonucunda yapılan performans ölçümleri ile yönetimsel aksaklıkların giderildiği tespit edilmiş ve yönetim süreci içinde yer alan işlem adımlarının sonlandırılması minimum sürelerde gerçekleştirebildiği ölçülmüştür. Universities use entry systems for vehicle entrance-exit checks in order to both ensure the campus security and to prevent vehicle traffic inside the campus. Entry systems that are expected to provide solutions to traffic and security problems are sometimes ineffective due to systemic and managerial flaws occurring regarding system setup, usage and management steps. In this context, it is important to solve such problems occurring, in order to maximize the benefit from the entry systems. This study aims to minimize the managerial flaws occurring in the entry systems of universities; and a new management model was developed for barrier control systems within entry systems by analyzing the entry systems installed for the intended purpose. The design of all the processes that make up the management steps has been made, and the activities from the application process of the system trigger RFID tag to the deployment process have been redesigned by using the process-based approach with workflow notations. As a result of the study, it was determined that the performance measures and the administrative problems were eliminated and it was measured that the process steps within the management process could be completed in minimum periods.
