İstatistiki bölge birimleri sınıflandırması çerçevesinde yatırımlara sağlanan teşviklerin incelenmesi ve bölgesel ve sektörel açıdan değerlendirilmesi

Abstract

Tez çalışması ile, ülkemizde yatırımlara sağlanan teşviklerin, ülkemiz için yeni bir olgu olan istatistiki bölge birimleri sınıflandırması çerçevesinde sektörel ve bölgesel dağılımının analiz edilmesi ve değerlendirilmesi amaçlanmıştır. Çalışmada, 1980-2010 yılları arasındaki dönemde yatırımlara sağlanan teşvikler temel alınmış ve, aynı dönemdeki gayrısafi yurtiçi hasıla, özel sektör yatırım harcamaları, kamu yatırımları, dış ticaret dengesi, illerin ve bölgelerin sosyo-ekonomik gelişmişlik sıralaması gibi kıstaslar çerçevesinde, etkileri analiz edilmiştir. Analizler, iki yöntemle gerçekleştirilmiştir: Önce, yatırım teşviklerinde ve diğer değişkenlerde dönem boyunca gerçekleşen gelişmeler grafikler yardımıyla incelenmiş, daha sonra da, SPSS 18.0 programı yardımıyla, istatistiksel olarak analiz edilmiştir. Bulguların değerlendirilmesi sonucunda, yatırım teşviklerinin iktisadi gelişme, özel sektör yatırım harcamaları, sektörel gelişme ve bölgesel gelişmişlik farklarının giderilmesi konularındaki etkisinin sınırlı ve şartlara bağlı olduğu, sonucuna ulaşılmıştır.Anahtar Sözcükler:1.Yatırım Teşvikleri2.Bölgesel Gelişme3.İstatistiki Bölge Birimleri Sınıflandırması 4.Bölgesel Teşvik5.Sektörel Teşvik

By means of this thesis study, it is aimed to analyze and evaluate the incentives to investments in our country and sectoral and regional distribution within the framework of nomenclature of units for territorial statistics which is a new phenomenon for our country. In the study, the incentives to investments in the period between 1980-2010 years were based on and their impacts were analyzed within the framework of criteria such as gross domestic product, private sector investment expenditures, public investments, balance of trade and socio-economic development ranking of provinces and regions in the same period. Analyzes were carried out by two methods: First, developments realized in the investment incentives and other variables during the period were examined with the help of graphs, thereafter were statistically analyzed by means of SPSS 18.0 program. As a result of the evaluation of the findings, it is concluded that the impacts of the investment incentives in elimination of economic development, private sector investment expenditures, sectoral development and regional development differences are limited and conditional.Keywords:1.Investment Incentives2.Regional Development3.Nomenclature of Units for Territorial Statistics 4.Regional Incentive5.Sectoral Incentive
