Abstract
Dünya Bankası (WB), yoksulluğu gelir ve tüketimle ölçülen geleneksel değerlendirmelerin ötesinde, insan refahında kabul edilemez bir mahrumiyet olarak tanımlamaktadır; yoksulluk, yeterli yiyecek, su, sağlık ve eğitim gibi temel ihtiyaçlar kadar, halkın güçlenmesi ve korunmasını amaçlayan sosyal hizmetleri de kapsamaktadır. Kentsel yoksulluk; düşük gelir düzeyi, sağlık ve eğitim yoksulluğu, kişisel ve kamusal güvence yoksunluğu ve korunaksızlık ile açıklanabilir. Vanuatu'da yoksulluğun anlaşılması ve azaltılması için çeşitli girişimler yapılmıştır. Bu girişimlerde endişeler çoğu kez hızlı nüfus artışı ve kırsal kesimden kentsel alanlara göç akışı üzerine odaklanmaktadır. Bununla birlikte, kentsel hizmet sunumu için gerçekleştirilen az sayıda çaba bulunmaktadır. Bu tez, kentsel korunaksızlık ve hizmet sunumu için; mevcut literatürü ve tez çalışmasında uygulanan anketi analiz ederek bir çerçeve sağlamayı amaçlamaktadır. Anket, Vanuatua başkenti Port Vila'da bir dizi kent topluluğu kullanılarak gerçekleştirlmiştir. Farklı topluluklarda geçim kaynaklarını ve istihdam biçimlerini keşfetmeyi amaçlamaktadır. Girişten sonra ilk bölümde, çalışmanın arka planına odaklanmaktadır ve bu bölümde bu çalışmanın amacı ve önemi vurgulanacak ve ayrıca yoksulluğun / zayıflığın göstergeleri ve sınırlamaları gibi konular ele alınacaktır. Bunu izleyen bölüm, litaratür incelemesine odaklanmaktadır. Bu bölüm, literatürün derlenmesiyle, terim ve kavramların tanımını içermektedir. Bu bölümün sonunda, kentsel korunaksızlık küresel bir perspektiften incelenecektir. Bu tezin üçüncü bölümünde araştırma yöntemi ve metodolojisi tanımlanacak; dördüncü bölümde toplanan verilerin sunulması ve analizi gereçekleştirilecektir. Tez, özet ve öneriler ile sonuçlandırılacaktır. The World Bank (WB) defines poverty as an unacceptable deprivation in human well-being; that goes beyond the traditional view as measured by income and consumption; but that includes basic material needs including enough food, water, health and education as well as social services such as those aimed at empowermenting and protecting people. Urban poverty can be explained by low income level, education and health poverty, deprivation of personal and public security and vulnerability. There have been several attempts to understand and reduce poverty in Vanuatu. In these attempts concerns are often centered on rapid population growth and migration from rural to the urban areas. However, there have been little attempts paid towards urban service delivery. This thesis aims to provide a framework by analyzing the existing literature as a basis for urban security and service delivery and analyzing the questionnaire applied in the thesis study. The survey was conducted using a number of urban communities in Port Vila, the capital city of Vanuatu. This survey aims to explore the sources of livelihood and the types of employment in the different communities. In accordance with this purpose means and scope of interaction tools between communities will be investigated including active participation in urban governance issues. The methods of responding to people who are exposed to urban livelihood security risk and how people cope with this risk will be examined. This thesis consists of five parts. After the introduction the first sectionfocuses on the background of the study and this section emphasizes the aim and the importance of the study, as well as the indicators and limitations of poverty /vulnerability. The following section-chapter two focuses on literature reviews. This section provides the collected literatures, the definition of terms and concepts. In the last part of this chapter, urban vulnerability will be examined from a global perspective. The third chapter of this thesisdescribes the formulation of research designs and methodology. In the fourth chapter, data that was collected will be presented and analyzed. The thesis will conclude with the summary and recommendation.
