Abstract
Tezin alan olarak sınırlarını çizerken yalnız Kır-İli kazasının merkezi ile buraya bağlı köy ve kasabaları hazırlanıldı. Şu anda küçük bir kasaba olan Kıreli, Osmanlı Devleti zamanında kaza merkezi idi. Osmanlı kaza sisteminde kazalar doğrudan merkeze yani Divân-ı Hümâyun'a bağlı olurlardı. Kır-İli kazası da kaza olarak merkeze bağlı ancak timar bölünmesinde nahiye olarak Karaman Eyaleti içinde Beyşehir Sancağına bağlı idi. İçine aldığı köy ve kasabalarla birlikte Kır-İli kazası, Osmanlı taşra hayatının tipik bir örneğini sergilemektedir. Tarihî İpek Yolu'nun kaza içinden geçmesi gölgeyi daha da önemli hale getirmektedir.Hurufat Defterleri'nden yola çıkılarak Kır-İli kazasında yer alan köy ve kasabaların fizikî yapısını oluşturan tarihî eserler bunların temeli konumundaki vakıf sistemi ve çalışanları incelenerek bazı sonuçlara varılmıştır. Bölgeye verilen Kır-İli adı aynı zamanda kaza adı olarak ta kullanılmıştır. Bölge daha Fatih zamanında kaza statüsü kazanmıştır. Kazanın ilk merkezi Yarangömü kasabasıdır. XVIII. yüzyıl başlarında Yarangömü kasabası Beyşehir Gölünün suları altında kalınca buradan göç eden halk bugünkü Kıreli kasabasını kurmuştur. Kaza merkezide buraya taşınmıştır.Kır-İli kazası, daha Selçuklular zamanında yoğun bir iskâna tâbi tutularak bölgede çok sayıda köy ve kasaba kurulmuştur. Köylerin çoğunda tekke ve zaviyelerin olması hem bu iskânın örgütlü yapıldığını hem de Osmanlı toplumunun örgütlü bir yapıya sahip olduğunu gösterir. Nitekim bölgenin Türkleşmesinde ve İslamlaşmasında tekke ve zaviyelerin katkısı büyük olmuştur.Kaza dâhilinde incelenen küçük büyük hemen her köyde caminin var olduğu görülmüştür. Büyük köylerde caminin yanında mahallelere hayırseverler tarafından mescitler de yaptırılmıştır. Vakit namazlarını bu mescitlerde kılan halk Cuma ve bayram namazlarını kılmak için camilere gitmişlerdir. Mahallelere mescitlerin yaptırılması köylerde toplum hayatının en küçük yapısını oluşturan mahalle yaşantısının olduğunu gösterir.Osmanlıdaki vakıf geleneği Kır-İli kazasında da yaşatılmıştır. Vâkıfın koyduğu şartlara göre idare edilen bu kurumlarda, genellikle vâkıflar görevlerin kendi neslinden olan evlatları tarafından yürütülmesini şart koştukları için, saltanatın babadan oğula geçtiği gibi görevler de babadan oğula geçer hale gelmiştir. Buda çoğu zaman bir göreve hem birden fazla kişinin aynı anda atamasının yapılmasına hem de liyakatsiz kişilerin göreve gelmesine yol açmıştır. XVII. yüzyıldan itibaren vakıf kurumları iş kapısı olarak görülmeye başlanmış çokdefa işe girmek için yanlış beyanlarla beratlar düzenletilmiş böylece bu kurumlarda hak etmeyenler liyakatsiz kişiler çalışır hale gelmiştir. Vakıf tesislerinde çalışanların görev süreleri ömür boyu sürmektedir. Bunun sonucunda rehavete kapılan çalışanlar zaman zaman görevlerini aksatır hale gelmişlerdir.Kır-İli kazasında eğitim öğretim hizmetlerinin köylere kadar götürülmesi ve bunda halkın katkılarının bulunması, Osmanlıda hem toplumunun hem de devletin eğitim öğretime verdiği önemi göstermektedir. Ancak yinede kazadaki mektep sayısı çok fazla değildir. Mektep olmayan köylerde cami ve mescit görevlileri muallimlik yaparak çocuklara eğitim vermişlerdir. Nitekim mabetler ibadetin yanında mektep maksadıyla da kullanılmışlardır. Mekteplerin üzerinde eğitim veren medrese kazada sadece Yarangömü kasabasında mevcuttur. Bu durumda diğer köylerde oturanlar çocuklarını yüksek eğitim almaları için ya bu kasabaya ya da büyük kentlere göndermek zorunda kalmışlardır. In the system ofcounty at the Ottoman Empire, countys had been depended on directly the centre, namelyDivan-I Humayun. Previously the county of Kır-İli had depended on the centre as a countyhowever then the division of the timar, it had been depended on Beyşehir starboard side in theprovince of Karaman as a subdistrict. The county of Kır-İli including with towns and villagesexhibition the typity of Ottoman?s rural life. Getting through the historical road of İpek insidethis county bring Forth this region more important.Taking the road at the register of Hurufat, the town?s and village?s physical structurewhich were in the county of Kır-İli, the relics had composed these physical structure and thesystem of Foundation and staffs had been examined carefully and came various conclusion.The name of Kır-İli was given this region, at the same time was used the name of county. Thisregion had paid the status of the count of the time of Fatih Sultan Mehmet. The First centre ofthe county was the town of Yarangömü. In the beginning of XVIII th century the town ofYarangömü had submergenced under the lake of Beyşehir. So the people had migrated fromthis region and established the town of Kır-İli which was today?s Kıreli. After that the centreof county had been carried here.The county of Kır-İli, at the time of Selçuklular had been subjected very intensivesettle and in this region multitude villages and towns had been foundationed. There weredervish lodges most of the villages had indicated that this settle had been made deliberately.At the same time it had indicated that the Ottoman Society had got organized construction.Just as, this region?s became Turkish and Islamise, contribution of dervish lodge was verymuch.Inspecting inclusive of county, it was seen that almost all villages there were mosque.In the big villages besides the mosques, there were small mosques which had been made bycharitable. The people who had rendered their daily prayer in these small mosques, had gonethe big mosques for, rendering their Cuma and Bayram prayer. Being made small mosques inwords had showed that there was custom life of word in the villages.The custom of foundation at the Ottoman Empire had been maintained in the county ofKıreli. This institutions had been managed according the provisions which were put from theFounder of Foundation. In this institutions because of the Founder?s stipulation, the dutieswere passed on From Father to son like as the sovereignty. So most of the time there were alot of people appointed only the one function, also it had brought about incapable people hadserved in these functions. As from XVIIth century foundations had been seen as an affairplace, so most of the time, the people who had wanted these occupations prepared incorrectdesignation writing and incapable people had served in these affairs. In these foundations theworker?s duty?s period had maintained life time. For this reason from time to time the staffshad delayed their duties.In the county of Kır-İli, education had been carried till the villages and at this, thecontribution of the people was very much. It showed that at the Ottoman Empire, how thecommunity and the government had interested in education. But nevertheless in the county?sschool number were not very much. In some villages which had not got school, employees ofthe mosques had educated people as teacher. Just as temples had been used as a schoolbesides worship. The only Moslem theological school which had been used as an educationplace in the county was existing in the town of Yarangömü. Accordingly the people who hadlived in the other villages, obligatory had sent their children either Yarangömü or the bigcities for their higher education.
