Politik konjonktür hareketleri teorisi perspektifi ile siyaset-ekonomi ilişkileri

Abstract

Günümüzde demokrasi ile yönetilen ülkeler için seçimler, demokrasinin gelişmesi ve iktidarın güçlenmesi için önemli yer tutarlar. Politikacılar, iktidarı ele geçirebilmek ve halk adına hareket edebilme kudretine sahip olabilmek için farklı yollara başvururlar. Siyasilerin seçim dönemlerinde ekonomik genişleme politikaları seçim kaynaklı dalgalanmalara sebep olmaktadır. Literatürde bu türden seçim kaynaklı ekonomik dalgalanmalara politik konjonktür dalgaları denilmektedir.Bu çalışmamızda politikacıların ekonomiyi manipüle etmek için kullandıkları yöntemler, araçlar ve bu dalgalanmaların sebepleri Siyaset-Ekonomi ilişkisi içinde incelenmiştir. Çalışmamızın ilk bölümünde siyaset ile ekonomi ilişkisi incelenirken Politik Konjonktür Teorisi'nin tanımlanması yapılmış, ikinci bölümde bu teorinin genel çerçevesi ve nedenleri üzerinde durulmuştur. Son bölümde ise, Türkiye'de seçim kaynaklı konjonktürel dalgalanmalar dönemin siyasi süreci içerisinde değerlendirilmiştir.

Today, in countries governed by democratic elections, election hold an important place for the development of democracy and strengthening of the political power. Politicians, in order to seize political power and to own the population's decision making force tend to choose different ways. The choices of economic expansion policies undertaken during the election period, lead to a period of political volatility during election time. In the literature this election kind of economic volatitity is evaluated inside this time period as conjecture fluctiation.In this study, we will examine the methods used by politicans to manipulate the economy, instruments and the reasons for these fluctuations in relation to politics and economics. In the first chapter of our study the relationship between economics and politics will be examined and we will complete the Political Business Cycle Theory in such way. The second part focuses on the general framework of this theory and its causes. In the last chapter, the election oriented conjectural fluctiations inside the political time period of Turkey will be evaluated.
