Abstract
Çocuk, dünyadaki farklı yasalarda `18 yaşının altındaki kişi `olarak tanımlanmaktadır. Günümüzde pek çok ülke, adli ve idari sistemlerinde çocuk haklarını ele almak için karmaşık çocuk Adalet sistemlerine sahiptir. Çocuğun Hakları Konusundaki Sözleşme(ÇHS/CRC) 2 Eylül 1990'da yürürlüğe girdiği günden bu yana, Amerika Birleşik Devletleri dışındaki tüm Birleşmiş Milletler tarafından onaylanmıştır. Her yıl bu Devletler, CRC ve diğer uluslararası kanunlara uygun olarak çocuk haklarını nasıl teşvik ettiğini ve raporlarını BM çocuk hakları komitesine bildirmek üzere çağrılır. Bu bağlamda Türkiye ve Ruanda CRC imza yetkilileri ve BM üyeleri olarak bu konuyla ilgilenmek için bazı faaliyetlerde bulundular . Ancak bu faaliyetlere rağmen hala üstesinden gelinmesi gereken zorluklar var. Çocuk hakları, çocuk mahkemeleri ve bu ülkelerdeki çocuk haklarının korunması için sağlanan diğer gerekli usul araçlarından sorumlu olan bu ülkelerdeki çocuk adaletinin yapısı hakkında hassas analiz yapmaya çalışacağız. A child is defined under different laws around the globe as someone under the age of 18. Many countries nowadays have complex juvenile systems which are there to deal with child rights in their judicial and administrative systems. Since it came into force on 2 September 1990, the convention on the rights of the child (CRC) has been ratified by all the United Nations member States except the United States of America. Every year these States are called to submit a report to the UN child rights committee, reporting their activities on how they promote child rights in accordance with the CRC and other international laws. In this regard Turkey and Rwanda as CRC signatories and members of the UN have done some outstanding tasks to deal with this issue but hence there are still challenges to overcome at every side. We will try to critically analyze how is the structure of juvenile justice in those countries, administrative entities in charge of child rights, child courts and other necessary procedural means provided to achieve protection of child rights in these countries.
