Türkiye`de konut sorunu ve uzun vadeli ipotek kredileri (morgage sistemi)

Abstract

ÖZET Konut, insanın en temel gereksinimlerinden biridir. Ancak ülkemizde bu temel gereksinim her boyutu ile ciddi bir sorun olmuş ve karmaşık bir hal almıştır. Sorun, barınmanın yanı sıra göç, kaçak yapı, kent topraklan ve dolayısıyla planlamanın bir parçası olmuştur. Bu çalışmada, Türkiye'deki konut sorunu farklı dönemler için ele alınıp incelenmiş, karşılaşılan konut sorunları, çözüm arayışları, konut sunum biçimleri, konut sorununa ilişkin politikalar, konut fînansmanındaki düzenlemeler ve Toplu Konut İdaresi'nin kuruluşundan bu yana konut sorununun çözümü için yaptığı çalışmalar anlatılmıştır. Türkiye'de, kredili konut edindirme alanında çeşitli uygulamalara başvurulmuş; bunlardan bazıları başarılı da olmuştur. Çalışmada, Türkiye'deki konut sorununun çözümüne yönelik yöntemlerden biri olabilecek ipoteğe dayalı uzun vadeli konut edindirme kredisi olarak tanımlanan Mortgage sistemi üzerinde durulmuştur. Mortgage sisteminin Türkiye için uygulanabilirliği, bu sistemin uygulanabilmesi için yapılması gereken değişiklikler, düzenlemeler açıklanmıştır. ABSTRACT Residence is one of the basic needs of human being. However, this has been a serious problem and became more complicated in time. The problem has been a part of planning because of high accommodation, migration, unlicenced constructions and lack of city land. The residence problem of Turkey is examined for different time periods in this study, which includes politicies about residence problem, regulations about financial problems, submitting styles for residence and solutions to these problems and also the operations of `Toplu Konut İdaresi` about solving residence problems since its established. In Turkey, there have been various applications about providing residence on credit and some of them were succeeded. Mortgage system, which can be a solution to the problems above, is indicated in this study. We can explain this system as a loan with long term payments. The applicability of this system for Turkey, regulations to be made is also expressed. Keywords: Residence, residence financing, residence credit, residence problem, mortgage. IX
