Abstract

IV ÖZET ENVER YILMAZER YÜK. LİS. TEZİ G.İJ.FEN BİLİMLERİ ENSTİTÜSÜ ŞUBAT 1987 Yurdumuzda eski eser korumacılığı safhaları ve problemleri konusu, hukuksal yönden ele alınmış,Asarı Atika Nizamnameleri, Eski Eser Kanunları ve diğer mevzuatlar araştırılmıştır. Kanun ve Nizamnamelerde aradığımız konular beş ana bölümde toplanmıştır. Bunlar; eski eser tanımı ve dökümü, tespit-tescil işleri, korumayı sağlayan kurum ve kuruluşlar, onarım ve restorasyonlarına ilişkin teknik konular, taşınmaz kültür varlıklarına ilişkin yasal ayrıntılardır. Araştırdığımız konuların hangi nizamname ve kanunlarda yeraldığı, uygulamada karşılaşılan sorunlar ve diğer mevzuatlar değerlendirme bölümünü oluşturmaktadır. Sonuç ve önerilerden sonra, uygulamalarda karşılaşılan sorunların bir bölümünü içermesi nedeniyle Ordu Paşaoğlu Konağı Onarımı örnek olarak verilmiştir.

Thesis Gazi University Institute of Science and Technology February 1987 In this thesis, problems and phases of preservation of ancient remains in our country are handled in terms of laws. Rules and Regulations of Ancient Monuments, Acts of Ancient Monuments and other subjects since 1873 are all researched. Subjects searched in Rules and Regulations are gathered under 5 main topics. These are; definition and listing of ancient monuments, establishment and regist ration, association and foundations which ensure preser vation technical subjects on preservation and restoration and legal details on cultural entities. The places of the searched subjects, problems during implementation and other subjects are in the evaluation part of the thesis. Restoration of Ordu-Paşaoğlu Mansion-which is taken as an example to show the problems during implementation is just after conclusions and proposals.
