Evrensel tasarım ilkelerine bağlı halk otobüsü seçimi: Bulanık vıkor yöntemi ile bir uygulama

Abstract

Evrensel tasarım `herkese olabildiğince eşit olanak tanınmalıdır? ilkesini benimsemektedir. Evrensel tasarım, tüm yaş ve yetenekteki kullanıcılara özelleşmiş tasarım gerektirmeden kullanım kolaylığı sağlar. Evrensel tasarım ilkeleri geliştirilmiş olmasına rağmen bir ürünün iyi bir evrensel tasarım örneği olup olmadığını değerlendirmek oldukça zordur. Bu çalışmada, şehir içi halk otobüslerinin evrensel tasarım ilkeleri dikkate alınarak değerlendirilmesi yapılmıştır. Değerlendirme yöntemi olarak çok kriterli karar verme yöntemlerinden bulanık VIKOR yöntemi kullanılmıştır. Kriter ağırlıklarının belirlenmesinde uzman görüşlerine yer verilmiş, alternatiflerin değerlendirilmesi ise her yaş ve yetenekteki kişilerden oluşan kullanıcı grubuna yaptırılmıştır. Uygulamada 5 farklı şehir içi halk otobüsü modeli değerlendirilmiş ve ilgili modellerin evrensel tasarıma ve ilkelerine uygunluğu belirlenerek en uygun alternatif belirlenmeye çalışılmıştır.

Universal design takes the approach to design that includes spaces, elements, and products that, to the greatest extent possible. It benefits users of all ages and abilities without the need for adaptation or specialized design. Although a set of acknowledged principles has been developed it is difficult to quantitatively evaluate whether a product is indeed a good example of UD. This study proposes fuzzy VIKOR method for evaluation of universal design. Problem of public transportation selection is handled by using fuzzy VIKOR. Criteria of problem are also principles of UD. The fuzzy VIKOR method has been developed to solve fuzzy multi-criteria problem with conflicting and noncommensurable criteria. This method solves problem in a fuzzy environment where both criteria and weights could be fuzzy sets. An empirical study is conducted to illustrate the practicability of the proposed approach.
