İşletmeler için yeni bir performans ölçüm sistemi tasarımı ve web tabanlı karar destek sistemi

Abstract

Çalışmada, işletme düzeyinde kullanılmak üzere yeni bir performans ölçüm sistemi geliştirilmiştir. Bu amaçla, ilk olarak, performans ölçüm sistemlerinin tarihsel gelişiminde performans boyutlarının nasıl değiştiği incelenmiştir. Ardından, tasarım sürecinin temel özellikleri dikkate alınarak performans ölçüm sistemlerinde olması gereken nitelikler değerlendirilmiş ve hem imalat hem de hizmet sektöründe faaliyet gösteren KOBİ'ler ve büyük işletmelere uygun olarak performansı ölçme ve kıyaslama imkanı sağlayan yeni bir çok boyutlu performans ölçüm sistemi tasarlanmıştır. Ayrıca, tüm işletmelerin kolayca kullanabileceği şekilde sistemin uygulanmasına yönelik web tabanlı bir karar destek sistemi geliştirilmiştir. Tasarlanan sistemin, işletme performansına ait tüm alanları göz önüne alması, her sektöre hitap edebilmesi ve hesaplama sürecinde kullanılan normalizasyon işlemi ile birimlerden bağımsız ölçüm yapabilmesi literatüre en önemli katkısıdır.

In this study, a new performance measurement system is presented to be used at an enterprise level. Initially, we investigate how the performance dimensions are changed during the historical development of the performance measurement systems. Then, required qualifications of performance measurement system are determined by considering the basic fundamental attributes of the design process and a new approach is presented which is applied to performance evaluation and comparison in all small, medium and large enterprises regarding both manufacturing and service industries. In addition, within these framework a user-friendly web based decision support system is developed to be used in all types of the enterprises. The most significant contribution of the developed performance measurement system to the literature is its ability to pay attention all fields of the business performance to address all sectors and make measurements independent of performace indicator units using the proposed normalization procedure.
