Bir mahallenin sosyolojisi: Göç ve yoksulluk bağlamında Seyrantepe örneği

Abstract

Bu çalışma güvenlik nedeniyle, 1990 ve sonrasında, Doğu ve Güneydoğu Anadolu Bölgeleri'nin kırsal yerleşimlerinden, özellikle Bitlis, Şırnak, Ağrı, Hakkâri ve Van'ın ilçe ve köylerinden kitlesel ve zorunlu olarak Van ilinin Tuşba ilçesine bağlı Seyrantepe Mahallesi'ne göç etmiş göçmenleri konu edinmektedir. Göç sürecinin göçmen nüfusu nasıl etkilediği, göçten sonra kente tutunmalarında nasıl bir strateji geliştirdikleri, göçe bağlı ortaya çıkan yoksullukla nasıl mücadele ettikleri ve göçmen nüfusun yeni yaşamlarına nasıl uyum sağladıkları araştırılmaktadır. Çalışmada, göçmen nüfusun göç öncesi ve göç sonrası yaşam farklılıklarına değinilerek, zorunlu göçün etkileri anlaşılmaya çalışılmıştır. Çalışma üç bölümden oluşmaktadır. İlk bölümünde konu ile ilgili daha önce yapılmış olan literatüre değinilmiştir. Göç ve yoksulluk olguları ele alınmış, ilgili tanımlar ve tartışmalar (kentsel ve mekansal yoksulluk, kentleşme, vb.) üzerinde durulmuştur. İkinci bölümde ise araştırmanın yöntemine değinilmiş, araştırmada veri toplama tekniklerinden anket tekniğine başvurulmuş ve 300 hane halkına anket uygulanmıştır. Son bölümde ise çalışmanın yapıldığı Van iline bağlı Seyrantepe mahallesindeki göçmen nüfusun, ekonomik, demografik, sosyo-kültürel özellikleri yoksulluk bağlamında araştırılmış ve saha çalışmasından elde edilen bulgular yorumlanmıştır.

This study was focused on the issue of migrants, migrated to Seyrantepe neighbourhood of Tuşba district of Van province from rural areas of Eastern and Southeastern Anatolia provinces, particularly from districts and villages of Bitlis, Şırnak, Ağrı, Hakkari, and Van, due to security reason in 1990 and following years. How the migration process affected the migrant population, how they developed strategies to hold on to the city after migration, how they struggled with poverty arising from migration, and how they adapted to their new lifestyle, have been investigated. In this study, the differences between pre - and post-migration life of migrant population are examined, and the effects of forced migration are tried to be understood.The current study consists of three chapters. In the first chapter, the previous literature regarding the subject is referred to. The phenomenon of migration and poverty has been dealt with, and related definitions and discussions (i.e., urban poverty, spatial poverty, and urbanization) have been overemphasized. In the second chapter, the method of the study has been pointed out, applying the questionnaire technique for collecting data, and 300 households were surveyed. In the last chapter, the economic, demographic, and socio-cultural characteristics of the migrant population in Seyrantepe district of Van province, where the study was conducted, were investigated in the context of poverty, and the findings obtained from the fieldwork have been evaluated.
