Karaman Ahkâm Defterleri`nde kayıtlı Aksaray kazasına gönderilmiş hükümlerin transkripsiyonu ve değerlendirilmesi (1836-1874)

Abstract

Osmanlı şehir tarihi çalışmalarında birinci elden kaynak durumunda olan Ahkâm Defterleri, yerel mahkemede çözülemeyen konuları çözmek ve adaleti tesis etmek amacıyla 18. yüzyılın ortalarından itibaren tutulmuştur. Merkeze bildirilen şikâyetlerin Divân-ı Hümâyûn'da görüşülüp karara bağlandığı ve bu kararların kaydedildiği defterler ahkâm defterlerini teşkil etmektedir. Osmanlı hukukunun ve bürokrasisinin taşra da işleyişini göstermesi açısından ahkâm defterleri önem arz etmektedir. Bu çalışma da 1836-1874 yılları arasına tekabül eden ve 35-38 Numaralı Karaman Ahkâm Defterlerinde yer alan Aksaray Kazasına gönderilen hükümlerin değerlendirilmesi yapılmıştır. Aksaray Kazası'nın kısa tarihi, idari taksimatı ve ahkâm defterleri ile ilgili bilgi verilmiştir. Hükümlerde yer alan şikâyetler konularına göre tasnif edilmiş, şikâyetçiler ve getirilen çözüm önerileri değerlendirilmiştir. Merkezin taşraya yaklaşımı, devleti temsil eden memurların reaya ile ilişkisi ve reayanın devlete bakışı hükümler üzerinden tespit edilebilmektedir. Yine ahkâm defterindeki kayıtlar sayesinde Osmanlı Devleti'nin ve taşranın zaman içerisinde geçirmiş olduğu idarî, siyasi, içtimai ve iktisadi değişimleri görmek mümkündür. Ahkam Notebooks, which were the first-hand source in the Ottoman City History Studies, were kept from mid-18th century in order to solve the unresolved issues in the local court and to establish justice. The notebooks where the complaints reported to the headquarters are discussed and resolved in Divan-ı Hümayun and the decisions are recorded, constitute the ahkam notebooks. Ahkam notebooks are important in terms of demonstrating the functioning of the Ottoman law and bureaucracy. In this study, evaluation was made through the provisions belongs to Aksaray district taking place Karaman Ahkam Notebooks numbered 35-38 corresponding between 1836-1874. Information was given about a brief history of Aksaray district, its administrative divisions and ahkam notebooks. Complaints in the provisions were classified according to their subjects, complainants and suggestions for solutions were evaluated. The approach of the headquarters to the provincial, the relationship of the officers representing the state with the rayah and the rayah's view to the state can be determined through provisions. Thanks to records in the ahkam books, it is also possible to see the administrative, political, conventional and economic changes experienced by the Ottoman Empire and the provincial over time.Keywords: Ottoman, Ahkam Notebooks, Aksaray, Complaint, Ottoman Bureaucracy
