Türkiye`de 2000 sonrası savunma harcamaları ve ekonomiye etkileri üzerine bir değerlendirme

Abstract

Türkiye jeopolitik konumu dolayısıyla, Ortadoğu Bölgesi ve yurt içerisinden gelişen terör tehdidine karşı askeri, siyasi ve iktisadi etkilerine karşı mücadele etmektedir. Bu durum kamu kaynaklarının belli bir kısmını savunma harcamaları ve savunma sanayii sektörüne yönlendirmesine sebep olmaktadır. Ayrıca Türkiye'de kamu harcama çeşitlerinden, savunma giderlerinin sürekli artış göstermesi sebebiyle tartışma konusudur. Bu çalışmanın amacı ise 2000'li yıllardan sonra savunma harcamalarının bütçe ve ekonomiye etkilerini veriler çerçevesinde incelemektir. Yapılan incelemede ilk olarak savunma harcamalarının bütçe ve GSYH içerisindeki payları incelemiştir. Bu incelemede; savunma harcamaları sürekli artış göstermesine rağmen, bütçe ve GSYH payları ise azalmıştır. Bu azalmanın nedeni; askeri personel sayısının düşmesi ve bütçe dışı fonların dahil olmaması etki etmiştir. Daha sonra savunma hizmetleri ve fonksiyonel sınıflandırma türlerinden; sağlık, eğitim, sosyal güvenlik ile sosyal yardım ve kamu düzeni ile iç güvenlik hizmetleri giderleri karşılaştırılmıştır. Bu karşılaştırmada, savunma hizmetleri giderleri genel olarak diğer hizmet giderlerinden düşük seviyede gerçekleşmiştir. Adem-i tahsis ilkesi çerçevesinde vergi gelirleri ve dış borçlanma değişimlerinin söz konusu savunma harcamaları değişimi ile paralel seyir izlediği görülmüştür. Ayrıca savunma harcamalarının istihdama, enflasyona, ödemeler dengesine a-ge harcamalarına etkisi veriler ışığında incelemiştir

Turkey, due to its geopolitical position, struggles against terror threats stems from both domestic and abroad and its effects of military, political and financial. This situation leads certain amounts of public resources to be directed into defence expenditures and defense industry. In addition, in Turkey it is always argued that defense expenditures are always on rise. The aim of this research is to examine the effects of defense expenditures on economy through datum after 2000s. In the examinations, firstly defense expenditure's share from GDP and budget are examined. In this examination, althought defense expenditures are always on rise. GDP and budget diminish. The cause of this diminish is decrease in number of military personnel and exclusion of funds out of budget. Later on, defensing services and functional classifying types of health, education, social security, social aids, public order and domestic security services expenditures are compared. In this comparisation, defensing services expenditures generally occur in a lower level than other services expenditures. In accordance with decentralization, tax incomes and foreign indebtment changes are observed to be parralel with the changes in defense enpenditures. Besides, effects of defense enpenditures on employment, inflation, paying balance, research and development expenditures are examined in absolute terms.
