Yerel hizmet sunumu, çocuklara yönelik hizmetler ve Karaman örneği

Abstract

Kamu hizmetlerinin etkin ve verimli olabilmesi için, hizmetleri organize edebilecek merkezi ve yerel düzeyde örgütlenmiş siyasal sistemler gereklidir. Son yıllarda devletin kamu hizmetleri sunumundaki rolünde önemli değişimler görülmektedir. Yerelleşme olgusuyla birlikte kamu hizmetlerinin sunumunda yerel yönetimlerin yetkisi arttırılarak, merkezi yönetimden yetki ve görev devri gerçekleşmektedir. Böylelikle kamu hizmeti sunumunda vatandaşa en yakın hizmet birimi olan belediyeler önem kazanmaktadır.2004 yılında yayımlanan 5216 sayılı Büyükşehir Belediyesi Yasası ve 2005 yılında yayımlanan 5393 sayılı Belediye Yasası ve son olarak 2012 yılında çıkarılan yerel yönetim mevzuatında önemli değişiklikler yapan 6360 sayılı yasayla birlikte belediyelere sosyal içerikli uygulamalarda önemli sorumluluklar getirilmiştir. Çocuk, kadın, engelli, yoksul gibi dezavantajlı kişilere yönelik eğilim arttırılmıştır.Çalışmada kamu hizmeti ve yerel kamu hizmeti kavramı incelenmiş, belediyelerin hizmet sunmadaki çocuklara yönelik yapmış olduğu uygulamalar araştırılmıştır. Çalışmanın amacı sosyal belediyecilik kapsamında geleceğin teminatı olan çocuklara yönelik yerel yönetimlerin ne tür uygulamalar yaptığını ortaya koymaktır. In order for public services to be effective and efficient, centralized and locally organized political systems are needed to organize services. There have been significant changes in the role of government in the provision of public services in recent years. With the concept of decentralization, the authority of local governments is increased and the authority and duties are transferred from the central government in the provision of public services. Thus, municipalities, which are the closest service units to citizens, gain importance in the provision of public services.The Metropolitan Municipality Law No. 5216, which was published in 2004, and the Municipality Law No. 5393, published in 2005, and finally the Law No. 6360, which made significant changes in the local government legislation in 2012, brought important responsibilities to the municipalities in social applications. The tendency towards disadvantaged people such as children, women, disabled and poor has been increased.In this study, the concept of public service and local public service was examined and the applications of municipalities towards children in service provision were investigated. The aim of the study is to determine the practices of local administrations for children who are the guarantee of the future within the scope of social municipality.
