Optimisation of management of mass housing project

Abstract

ÖZET Bu tezin amacı, toplu konut projeleri yönetiminin optimizasyonunu göstermektir. Bu amaçla, ilk olarak iskan kavramı detaylı bir şekilde açıklanmıştır. Daha sonra, yapı projeleri, onların hayata geçirişleri araştınlmıştır.Türkiye'deki toplu konut projeleri, oluşum sırası araştırılmış ve örnekler verilmiştir. Arkasından, zaman, maliyet ve kalite yönetimi değerlendirilmiş ve üçünün birbirlerine bağlılığı gözler önüne serilmiştir. Zaman, maliyet ve kalite yönetiminde sapmaların en önemli yanlan belirtilmiştir. Son olarak, gecikmelerin, maliyet artışlarının ve kalite sapmalarının sebepleri belirlenmiştir. Bu sorunlarla ilgili olarak Türkiye'deki toplu konut projelerinden örnekler verilmiştir. Kısaca projenin devam ettiği süre olarak tanımlanabilecek olan zamanın en önemli parametre olduğu rahatça görülebilirken asla unutulmamalıdır ki zamanın kısaltılması kaliteden ödün vermek demek değildir. Kalite, uygun şekilde ve müşterinin ihtiyaçlarını karşılıyabilecek tatminkarlıkta olmalıdır. Kaliteyi arttırırken, maliyette gözönüne alınmalı ve değer ve maliyet optimize edilmelidir. Diğer bir deyişle, zaman, maliyet ve kaliteye bağlı olan o teorik denge yakalanmalıdır. IV ABSTRACT The aim of this thesis is to show how to optimise management of mass housing projects. For this purpose, first, the housing concept is fully explained. Then, the construction project concept, how it comes into life is studied. Then mass housing project concept in Turkey, its life cycle is explored and examples are given. After this, the time, cost and quality management evaluations are made and the interdependence of the three is examined. The most important aspects of deviations from time, cost and quality management are stated. Finally, the cause of time delays, cost overruns and quality deviations are determined. Examples to these causes from mass housing projects in Turkey are given. It is seen that time, which can be briefly described as the duration of the project, is the most important variable, but it should never be forgotten that decreasing the time should not be at the expense of quality. Quality should always be appropriate and satisfy customer needs. While increasing the quality, the cost should also be considered and the value and the cost of the project should be optimised. In other words, a reasonable balance should be achieved between time, cost and quality.
