Almanya Kreuzberg'te polisin üçüncü kuşak Türkiye kökenlilerle ilişkisi

Abstract

Bu çalışma, Almanya'nın başkenti Berlin'in bir semti olan ve Türk gettosu olarak bilinen Kreuzberg'teki üçüncü kuşak Türklerin polisle ilişkileri üzerinden polis algısını ortaya çıkartmak için yapılmıştır. Çalışma esnasında Kreuzberg'te doğup büyüyen ve halen Kreuzberg'te ikamet eden farklı profillerde 15 Türk ile derinlemesine görüşmeler yapılmıştır. Ayrıca üç aylık bir sürede Kreuzberg'te çeşitli sosyal alanlarda bulunularak suç ve güvenlik durumları bağlamında gözlemler yapılmıştır. Yapılan derinlemesine görüşmeler üzerinde Maxqda nitel araştırma programı kullanılarak içerik analizi yapılmıştır ve görsel araçlar oluşturularak en fazla üzerinde durulan konular hakkındaki söylemler arasında ilişkiler kurulmuştur. Yine aynı program aracılığıyla ortaya çıkartılmak istenen durumların modelleri oluşturulmuştur. Bu şekilde Kreuzberg'teki suçun varlığına ragmen polisin eylemsizliği neticesinde Türklerde polise güvensizlik oluştuğu, bunun polisle işbirliğini reddetmeye sebep olduğu ve güvensizlikten kurtulmak ve kendi güvenliklerini sağlamak üzere davranışlar geliştirdikleri anlaşılmıştır.Anahtar Kelimeler: Kreuzberg, Üçüncü Kuşak Türkler, Suç, Polise güvensizlik, Self Policing

This study was conducted to reveal the police perception of the third generation Turks through relations with the police in Kreuzberg, where is a neighbourhood of the German capital Berlin and known as the Turkish ghetto. Throughout the research, in-depth interviews were made with 15 Turks from different profiles, who were born and raised in Kreuzberg and are still residing in Kreuzberg. In addition, for three months there were various social areas in Kreuzberg where observations were made in terms of crime and security. Content analysis was conducted on the in-depth interviews by using the Maxqda12 qualitative research program. Furthermore, visual tools were created to establish link between the discourses on the issues that were most emphasized. Models have been created for situations that are to be revealed by using the same program. With this way, it has been understood that police insecurity in Kreuzberg resulted in refusal to cooperate with the police, due to their inactive action in Kreuzberg. Therefore, Turks developed a behaviour to secure their safety.Key Words: Kreuzberg, Third Generation Turks, Crime, Police Insecurity, Self-Policing
