Sosyal medya üzerinden algı savaşları: Zeytin Dalı Harekatı örneği

Abstract

Bilgi ve iletişim teknolojilerinin ulusal ve uluslararası güvenliğe tehdit olarak kullanılması, son dönemdeki güvenlik çalışmaları literatüründe savaşın yaşadığı dönüşüm içerisinde değerlendirilmektedir. Bilgi ve iletişim teknolojileri kapsamında ele alınan ve tehdit düzeyi incelenen başlıca teknoloji hiç şüphesiz internettir. İnternetin kısa süre içerisinde hızla artan kullanıcı sayısı ile birlikte etki gücünde yaşanan olağanüstü artış, bilhassa sosyal medyanın devletler ve devlet dışı aktörler tarafından bir 'silah' konumuna yükselmesine neden olmuştur. Güncel akademik literatür göz önüne alındığında, 2016 ABD Başkanlık Seçimleri gibi son dönemde yaşanan küresel etki düzeyine sahip birçok gelişme, hibrit savaşın önemli güç unsurlarından 'bilgi savaşı' çerçevesinde değerlendirilmektedir. Tezin ana konusunu oluşturacak bilgi savaşı bu çerçevede ele alınmış olup, tezin temel örnek vakasını oluşturan Zeytin Dalı Harekâtı da yine bilgi savaşı kavramsallaştırılması üzerinden incelenmiştir.Son dönemde sosyal medyanın etki düzeyini göstermesi bakımından yaşanan en güncel vakalardan biri Zeytin Dalı Harekâtı'dır. Harekat boyunca terör örgütü PKK/PYD'nin ortaya koyduğu faaliyetler ve Türkiye'nin söz konusu faaliyetlere karşı yürüttüğü karşı strateji, askeri harekâtın yalnızca sahada operasyonel manada gerçekleşmediğini net şekilde göstermiştir. Bu noktada TSK'nın özellikle resmi hesaplar vasıtasıyla sosyal medyada varlık göstermesi, terör örgütünün dezenformasyon faaliyetlerini önemli ölçüde boşa çıkarmıştır. Öte yandan bilgi savaşı kapsamında Türkiye'nin Zeytin Dalı Harekâtı'nda kazandığı başarı, gelecekteki olası tehditlere yönelik önemli bir tecrübe kazanımını da beraberinde getirmiştir. Dolayısıyla tezin temel amacı, Zeytin Dalı Harekâtı'nı bilgi savaşı çerçevesinde analiz etmek, Terör örgütü PYD/PKK'nın faaliyetleri ile Türkiye'nin ortaya koyduğu karşı stratejileri bu kapsamda değerlendirmektir.

The use of information and communication technologies as a threat to national and international security is considered within the transformation of the war in the recent literature on security studies. The internet is undoubtedly the main technology which is examined with its level of threat within the scope of information and communication technologies. The exceeding increase in the capability of influence of the internet together with its rapidly increasing number of users in a short time of period has caused the social media to become a 'weapon' by states and non-state actors.Considering the current academic literature, many recent developments possessing an influence at global level such as the 2016 US Presidential Election are evaluated within the framework of the 'information warfare' which is one of the most substantial components of the hybrid war. The case of Operation Olive Branch is examined as the main case of the thesis through the conceptualization of information warfare which constitutes the main subject of the thesis. One of the most recent cases to demonstrate the level of influence of social media is Operation Olive Branch. The activities of the terrorist organization PKK/PYD and Turkey's strategy against these activities clearly demonstrated that the military operation did not just operationally take place in the battlefield. At this point, the presence of the Turkish Armed Forces in social media especially through official accounts has significantly undermined the disinformation activities of the terrorist organization. On the other hand, Turkey's accomplishment in Operation Olive Branch within the context of information warfare is a substantial experience gaining towards potential future threats. Accordingly, the main objective of the thesis is to analyze Operation Olive Branch within the framework of information warfare, and to evaluate the activities of the terrorist organization PKK/PYD along with Turkey's counter-strategies within this context.
