Terörizme karşı koyma yöntemi olarak devlet terörizmi ve örnek vakalar üzerinden incelenmesi

Abstract

Bu çalışmanın amacı güvenlik çalışmalarında gereken önemin verilmediği devlet terörizmini ve devletlerin terörizmin uygulayıcısı olabileceğini örnek vakalar üzerinden analiz etmektir. Terörizmde olduğu gibi devlet terörizminde de üzerinde konsensüs sağlanmış bir tanım bulunmamakla beraber devlet terörizmi bir devletin kendi kurumları veya paramiliter yapılanmalar vasıtasıyla kendi ülke sınırları içinde, kendi vatandaşlarına karşı uyguladığı kapsamlı, yaygın ve sistematik şiddet eylemleri şeklinde tanımlanabilir. Çalışmanın ilk bölümünde terörizm, terörizm türleri ve karşı koyma yöntemleri ele alınmıştır. Tezin ana konusunu oluşturacak devlet terörizmi, devletin uyguladığı diğer şiddet biçimlerinden farkını ayırmak amacıyla hedef kitle ve üst otorite bağlamında ikinci bölümde ele alınmış olup Cezayir, Arjantin, Sri Lanka ve Kolombiya vakaları üzerinden üçüncü bölümde incelenmiştir.Anahtar Sözcükler: Terörizm, Devlet Terörizmi, İşkence, Paramiliter Yapılanmalar, Terörizme Karşı Koyma

The purpose of this study is to analyze state terrorism that is not given adequate importance in security studies, and to examine the notion that states may be the practitioners of terrorism through case studies. Although there is no consensus regarding the definition of state terrorism, like the definition of terrorism in general sense, state terrorism can be defined as the comprehensive, widespread and systematic acts of violence that a state imposes against its citizens within its territory through its own institutions or paramilitary structures. In the first part of the study, terrorism, types of terrorism and methods of counteraction are discussed. State terrorism, which will be the main subject of the thesis, is discussed in the second section in the context of the masses targeted and supreme authority in order to distinguish it from other forms of violence exerted by the states, and it is examined in the third section through the cases of Algeria, Argentina, Sri Lanka and Colombia.Key Words: Terrorism, State Terrorism, Torture, Paramilitary Structures, Counteraction Terrorism
