Doğu Akdeniz'de Mersin ve İskenderun Limanlarına alternatif sivil ve askeri liman kuruluş yeri belirleme çalışmaları

Abstract

Doğu Akdeniz'in artan stratejik önemi dikkate alınarak yapılan bu çalışma ileMersin ve İskenderun Limanlarına alternatif liman yerinin seçilmesi amaçlanmıştır.Seçilen liman yerinin üs olarak da kullanılabilmesi düşüncesiyle Mersin veİskenderun Limanlarına alternatif L1, L2, L3 ve L4 liman yerleri ele alınmış,belirlenen liman yerleri literatür taraması ve saha çalışması neticesinde elde edilenana ve alt kriterler ile değerlendirilmiştir. Çalışmada belirlenen kriterler aynızamanda üs yer seçiminde kullanılabilecek ve bir liman seçimi için dikkatealınabilecek kriterler olarak literatüre katkı sağlayacaktır. Bu ana ve alt kriterleruzman görüşüne sunulmuş, alınan uzman görüşleri hayali olarak kurgulanarakelde edilen kriter ağırlıkları ANP uygulamasında kullanılmıştır. ANP yöntemi ileçözüme gidildiğinde `Super Decision` programından yararlanılmış ve 0,47ağırlıklandırma oranı ile L4 liman yerinin Doğu Akdeniz'de Mersin ve İskenderunLimanlarına alternatif üs liman yeri olma yeterliliğine sahip olduğu görülmüştür.Anahtar Sözcükler: Doğu Akdeniz, liman yeri seçimi, üs seçimi, Super Decision,ANP.

With this study, which is carried out by considering the increasing strategicimportance of the Eastern Mediterranean, it has been to select an alternative portlocation for Mersin and İskenderun Ports. With the idea that the selected portlocation can also be used as a base, alternative port locations L1, L2, L3 and L4 toMersin and İskenderun Ports have been addressed, and the determined port locationshave been evaluated with the main and sub-criteria obtained as a result of theliterature review and field study. The criteria set out in the study will also contributeto the literature as the criteria that can be used in military base site selection and canbe considered for a port selection. These main and sub-criteria have been presentedto the expert opinion, the criterion weights obtained by imagining the expert opinionsreceived have been used in ANP. When a solution has been with the ANP method,the `Super Decision` program has been utilized and it has been observed that the L4port location with the weighting ratio of 0.47 has the capability to be an alternativebase port to Mersin and İskenderun Ports in the Eastern Mediterranean.Keywords: East Mediterranean, port location selection, base selection, SuperDecision, ANP
