ABSTRACT$/DVÃOÃ 0XUDW Promotion System In The Police Organisation and Problems InPromotions, Master?s Thesis, Advisor: Assoc. Prof. Turkut Göksu, 160 p.In staff administration, in both public and private sectors, the evaluation of thestaff is an administrative process which is of vital importance for the staff and theorganisation. With the help of staff evaluation, some administrative decisions whichmaintain the operation and the permanency of the administration are taken. One ofthese administrative decisions, namely promotion, is a factor which contributes to thelong and efficient work of the staff in the organisation. Promotion affects the staff?sprivate life as well as his working life in the institution s/he is working at.The Police Organisation, has a different structure than other public institutionsin terms of the public service it carries out. It chooses its staff according to the carreersystem adopting the principle of promotion and, via promoting in the ranks, it tries tokeep its staff in their jobs until they retire.The promotion system which is commonly applied in Turkey, the promotionsystem of the Gendarme Organisation, and the promotion systems of the police inforeign countries are dealt with and the rank promotions are explained comparingthe promotion and evaluation systems of the Turkish Police Organisation. Thedifferences in the working conditions, existence of different sources of superiors,continuous changes in the laws regarding the promotions and the absence of someclear criteria for the promotion pave the path for some problems. These problems inrank promotions and the arrangements made having been analysed, the existingstructure is evaluated.The Police Organisation carries out the security service with some unitsdifferent from each other in terms of their hierarchical structuring. In order to godeep into the very essence of the problems arising in the Organisation, a field study isconducted in this paper with the staff of the Organisation. The resulting data havingbeen analysed, the existing promotion system is dealt with and some suggestions arepresented so as to remedy the defects. As a result, it was inferred that, instead ofabolishing the existing promotion system, creation of a fair measuring and evaluationsystem and a rather stable structure is expected.Key Words: The Police Organisation, police, rank, promotion, official record.
