Mala karşı işlenen suçlar-Yalova örneği

Abstract

Günümüz çağdaş dünya düzeninde kamu idaresinin, devlet faaliyetlerinin başarılı olup olmadığını değerlendirmede kullanılan kriterlerin başında toplumdaki suç ve suçluluk oranları gelmektedir. Bir toplumda suç oranları yüksekse bu durum devletin varlık nedeninin sorgulanmasına yol açmakta, toplumun kendisine ve devlete olan güven duygusunun yitirilmesi sonucunu doğurarak toplumsal dinamikleri etkilemektedir. Etkilenen sosyal dinamikler neticesinde sosyal problemler ortaya çıkmaktadır. Toplumun bütünlüğünü ve genel düzeninin tehdit eden sosyal problemlerin tanımlarının yapılarak nedenleri ve sonuçları üzerinde durulması hayati önem arz etmektedir.Günümüzde özellikle büyük şehirlerde işlenen suçlardan mala yönelik olanlarda çok ciddi artışlar olduğu görülmektedir. Dünya genelinde özellikle büyük şehirlerde yaşayanların büyük çoğunluğu, mala yönelik işlenen suçlardan dolayı mağdur olmaktadır. Toplumun genel huzur ve güvenliği açısından ciddi bir tehdit unsuru olan mala yönelik suç işleyen şahısları bu tür suçları işlemeye iten sebepler ile kriminal deneyim ile nasıl ve hangi şartlarda tanıştıklarının, bu şahısları hangi sosyal ortamın suç işlemeye teşvik ettiğinin anlaşılması uzun vadede yapılacak çalışmalar için yol gösterici olacaktır. Bu çalışmada, suçluluğu açıklamaya yönelik teorilere değinilerek teorik olarak mala karşı işlenen suçlar açıklanmış, Yalova ilinde mükerrer olarak mala karşı işlenen suçlardan yakalanmış olan katılımcılarla yapılan derinlemesine mülakat yönteminden elde edilen veriler sosyolojik teoriler eşliğinde yorumlanarak, mala yönelik işlenen suçlarda etken olan faktörler tespit edilmeye çalışılmıştır.Anahtar Kelimeler: Hırsızlık, suç, güvenlik, kamu, suçlu,

In our contemporary world, crime and criminality rates in a society is one of the major determining factors of valuing whether the public administration and government activities are successful. When the crime rates are high in a society, basis of existence of the state is questioned and consequently the faith of the society into themselves and into the state is lost, which effects social dynamics. As a result of those dynamics being effected, social problems occur. It is crucial that the social problems threatening the unity and the order of the society must be identified and the reasons and results of them must be emphasized.Today it can be observed that offence against property, especially in metropoles, has an appreciable increase. All around the world, majority of the people living in metropoles has been the victim of offences against property. As a serious threat against the order and the security of the society, understanding the offenders of those offences against property, reasons driving them into criminality, how and under which circumstances they encounter with crime and what kind of a social environment provokes them to commit crime will have a leading role for the long term studies. In this study, mentioning the social theories on criminality and explaining the offences against property in theory, conclusions of in depth interviews data with suspects of offences against property more than one time in Yalova interpret that intent to find out the effective factors on crimes against property.Key Words: Theft, crime, security, public, offence,
