Türkiye'de polis istatistiklerinin özellikleri ve analizinin önemi

Abstract

Bu çalışmada, Türkiye'deki polis istatistikleri tüm yönleriyle ele alınarak derinlemesine incelenmiştir. Türkiye'deki suç ve adalet istatistiklerinin mevcut durumunun tespit edilmesi, gelişmiş ülkelerle karşılaştırmalar yapılarak olumlu ve olumsuz yönlerinin belirlenmesi çalışmamızın ana amacıdır.Araştırmamızda geniş bir literatür çalışması yapılmış, ayrıca bu alanda araştırma yapan bilim adamları ile Emniyet Teşkilatının ve diğer kurumların istatistik birimlerinde çalışan yetkililerin görüşlerine başvurulmuştur. İmkânlar dâhilinde ulaşılan kurum temsilcilerine önceden hazırlanan açık uçlu sorular sorularak yapılan mülakatların değerlendirilmesi ile konu sunulmaya çalışılmıştır. Böylece, Türkiye'de yeterince incelenmeyen polis istatistikleri konusu, çalışanların ve bilim adamlarının görüşleri doğrultusunda irdelenmiş, eksiklikler tespit edilmiş ve giderilmesine yönelik öneriler geliştirilmiştir.Yapılan bu çalışma neticesinde; kurumlarda istatistik bilincinin artırılmasına yönelik eğitim verilmesi, üretilen tüm suç istatistiklerinin eksiksiz yayınlanması, kolluk birimlerince tüm verilerin yer aldığı tek bir istatistik projesinin oluşturulması, Türk Ceza Kanunu esas alınarak ortak suç adlarının kullanılması, meydana gelen tüm suçların istatistiklere yansıtılması ile ABD ve İngiltere'de uygulanan mağdur anketlerinin benzerlerinin Türkiye'de de uygulanması gerektiği yönünde genel bir kanaate ulaşılmıştır.Çalışmamda çok büyük desteklerini gördüğüm eşime, tez danışmanıma ve fikirleri ve yorumlarıyla emeği geçen herkese teşekkürlerimi sunuyorum.Anahtar Kelimeler: Suç, Suç İstatistikleri, Analiz, Veri, Mağdur Anketleri.

In this study, police statistics in Turkey has been handled extensively. The main objective of this study is to define the current situation of the crime and justice statistics and detect its positive and negative aspects by comparing with developed countries.A wide literature study has been conducted. Furthermore, the opinions of the scientists involved in this field and other authorized people working in the statistics units of the Turkish National Police and in other bodies have been taken. The topic has been presented with the evaluation of the interviews made by asking open-ended questions to the representatives of the contacted bodies.Consequently, the police statistics issue which is not examined thoroughly in our country, has been examined in accordance with the workers and scientists? ideas; deficiencies have been detected and proposals in a view to overcome them.As a result of this study; it is agreed upon to organize trainings on arising awareness about statistics; publish all of the crime statistics; establish a statistics project within law enforcement units containing all of the data; use the same names for the crimes based on the Turkish Penal Code; reflect all of the crimes to the statistics and implement victim surveys like the ones used in U.S.A. and England.Finally; I want to thank my wife, my advisor Dr. Ertan BEŞE and the people who gave their valuable comments and thoughts to me on this research.Key Words: Crime, Crime Statistics, Analysis, Data, Victimization Surveys.
