Uluslararası ilişkilerde değişen güvenlik algılamaları ekseninde Avrupa güvenliği

Abstract

Güvenlik, Uluslararası İlişkiler disiplininde yapılan çalışmaların birçoğunda vazgeçilmez bir kavram olarak yer bulmaktadır. Doğal olarak kavramın ele alınışında yaşanan genişlemelerin ve değişimlerin araştırılması, incelenmesi ve uluslararası politikada yaşanan olaylarla birlikte değerlendirilmesi gereklidir. ?Uluslararası İlişkilerde Değişen Güvenlik Algılamaları Ekseninde Avrupa Güvenliği? isimli bu tez çalışması da böyle bir gerekliliği yerine getirme çabası olarak değerlendirilebilir. Güvenlik konusunda yapılan bu tez çalışması, güvenliğin yeni dönem açıklaması olan kapsayıcı güvenlik paradigmasının teoriden pratiğe kapsamlı bir analizini içermektedir.Bu kapsamda çalışmada güvenliğin kavramsal analizi yapılmış, Uluslararası İlişkiler disiplinindeki çalışmalara konu oluşu açıklanmış, güvenlik ve değişim arasındaki ilişki uluslararası ilişkiler teorileri yardımıyla ortaya konulmaya çalışılmış, güvenlik ve değişimin bir sonucu olarak kapsayıcı güvenlik kavramı detaylıca incelenmiş, Soğuk Savaş sonrası Avrupa güvenliğinde yaşanan değişim, Avrupa Birliği (AB), Kuzey Atlantik İşbirliği Örgütü (NATO) ve Avrupa Güvenlik ve İşbirliği Teşkilatı (AGİT) merkezli olarak kapsayıcı güvenlik gündemi yardımıyla açıklanmaya çalışılmıştır. Ayrıca tüm bu açıklamalar ve araştırma süresince yapılan mülakatlar sonucunda Avrupa güvenliğinin yakın geleceğine projeksiyon tutulmaya çalışılmıştır.

Security is a crucial issue in most of the studies carried out in the International Relations disciplines. While dealing with the concept, the development and the change of the concept are to be searched and it is to be evaluated in the light of the events in international politics. The thesis titled ?Europe Security in line with the Changing Security Perception in International Relations? can be seen as an effort to fulfill such a similar necessity. The thesis, which is carried out in the field of security, constitutes, from theory to practice, the analysis of the comprehensive security paradigm, which is the latest definition of security.Within this scope, security has been conceptually analyzed, the fact that security has been an issue in studies in International Relations has been explained, the relation between security and change has been tried to put forth with the help of international relation theories and comprehensive security concept has been thoroughly examined as result of security and change and the change in the security of Europe after Cold War has been dealt with the help of the agenda on comprehensive security. While doing these, European Union, North Atlantic Treaty Organization (NATO) and Organization for Security and Cooperation in Europe (OSCE) have been particularly focused on. Furthermore, this thesis is the product of a meticulous effort which tries to display the very near future of Europe in line with these explanations and interviews.
