Sınır yönetiminde entegrasyon sürecinin analizi

Abstract

Bu çalışmada, Entegre Sınır Yönetimi Sistemlerinin unsurları olan, güvenlik ve güvenlik entegrasyonu kavramları çerçevesinde, sınır yönetimi sistemlerinin entegrasyonunda yer alan aşamalar analiz edilmeye çalışılmıştır.Avrupa'nın ekonomik entegrasyondan anayasal entegrasyon aşamasına ulaşması, Avrupa için kişilerin malların ve sermayenin serbest dolaşımına izin verecek yeni bir sınır yönetimi sistemini gerekli kılmıştır. Bu sistemde serbest dolaşım ve güvenlik kavramlarının bir arada tutulması gerekmektedir. Şu anda bazı Avrupa ülkeleri, Avrupa Birliği tarafından getirilen düzenlemeler çerçevesinde birtakım uygulamalar geliştirmişlerdir. Entegrasyonun başlangıcı olan ve sözleşmelerle ve düzenlemelerle yansıtılan stratejik entegrasyondan, işin pratiğini yansıtan operasyonel entegrasyona kadar olan süreçte entegre sınır yönetimi sistemlerine bakılacak olursa, sırasıyla izlenmesi gereken belli aşamalar olduğu görülecektir.Bu çalışma ile sınır yönetimi sistemlerinin entegrasyonunun üç aşamadan oluştuğu tespit edilmiştir. Bunlar; güvenlik stratejilerinde entegrasyon, yeni kurumsal yapılara geçiş ve operasyonel seviyede entegrasyondur. With this study, within the framework of security and integration of security concept, it was aimed to analyze the phases of the integration of the border management systems.Reaching from economic integration to the constitutional integration phase, it conduced to the Europe a new border management system allows free movement of individuals, goods and capital. Within this system it was necessary to put two terms together; free movement and security. Now, some countries are practicing different Integrated Border Management Systems through the regulations of the European Union. Going through the Integration of the Border Management systems, from the beginning which is the strategic integration reflected by agreements and regulations, to the practical side of it which is operational integration, it is clear that there are some phases to be taken in the correct order.Through this study, the three phases of the integration of the border management system was set. Those steps are integration of the security strategies, transition to the new institutional structure and integration at operational level.
