Petrodoların ortadoğu güvenliğine etkileri

Abstract

Bu tezde petrodoların Ortadoğu ülkelerinin ekonomilerine ve bölge güvenliğine etkileri ile küresel güç mücadelesi içindeki payı incelenmiştir. Tezi sınamak maksadıyla öncelikli olarak Uluslararası Ekonomi Politik kavramı açıklanmıştır. Daha sonra tarihsel süreç içerisinde Ortadoğu'da meydana gelen gelişmeler incelenmiş, Ortadoğu ülkelerinin bağımsızlık süreçleri, Ortadoğu petrolünün küresel pazara arzı ve İkinci Dünya Savaşı sonrası oluşturulan ekonomik sistem ortaya konmuştur. Savaş sonrası ekonomik sistemin temelleri ve küresel liderlik için temel faktörleri açıklandıktan sonra 1970'lerden itibaren meydana gelen değişimler, özellikle 1973 petrol krizi sonrası değişen dengeler izah edilmiştir.1973 petrol krizi sonrasında bölge ülkelerinin ekonomilerinde yaşanan değişimler ve bu değişimlerin bölge güvenliğine etkileri ortaya konmuştur. Kriz sonrası değişen ekonomik sistemin temel yapısı, uluslararası rezerv para niteliği taşıyan ABD Dolarının değişen süreç içerisinde statüsünün korunması ve bu durumun ABD'nin ekonomik hassasiyetleri üzerindeki etkisi incelenmiştir.Sonuç olarak petrodoların, bölge ekonomilerinde yaşattığı etki sebebiyle güvenliğe olumsuz etkileri olduğu gözlenmiş, ayrıca küresel güç mücadelesindeki makro ekonomik yapı sebebiyle petrodoların Ortadoğu güvenliği açısından tehdit oluşturduğu ortaya konmuştur.

In this thesis, effects of petrodollar on the economies of Middle-Eastern nations and on regional security and its role in the global power game are examined. Before verifying the thesis, International Political Economy term is described first. Then historic events in the Middle East including the road to independence for regional nations, introduction of Middle-East oil to the Global Market and the economical system constructed aftermath the Second World War are explained. After describing foundations for the stated economical system and major factors for global leadership, significant changes since 1970s and especially the balance shift caused by the 1973 oil crisis are explained.Effects of the 1973 oil crisis on regional economies and corresponding effects on regional security are explicated. Basis of the economic system which is altered by the crisis, protection of the status of US Dollar, the international currency exchange in this transformation and corresponding effects on economical concerns of the USA are explained.As a result it is observed that; due to its effects on regional economies, petrodollar negatively effects regional security. Moreover, as a result of the macro-economic structure of the global power game, petrodollar is a threat for the security of Middle East.
