Yerel basının ekonomi politik yapısı ve bu yapının haber üretim sürecine etkileri: Erzincan ili örneği

Abstract

Yerel basının ekonomi politik yapısı ve bu yapının haber üretim sürecine etkilerini, yerel gazetelerin temel sorunları ve bunların sorunsallaşma nedenlerini tartışmaya açarak incelemeyi amaçlayan bu çalışmada literatür tarama, belge (gazete nüsha) inceleme ve derinlemesine yüz yüze görüşme yöntemleri birlikte kullanılmıştır. Niteliksel araştırma tasarımına dayanan bu çalışmanın uygulama bölümü, amaca uygun olasılıklı olmayan örneklem tercihi doğrultusunda `çalışma kümesi` olarak belirlenen Erzincan'da günlük yayınlanan sekiz gazeteyi kapsamaktadır. Ancak çalışmanın kapsamı ve konusu gereği geçmişte bu ilde yayınlanan yerel gazeteler de çalışma kapsamına alınarak örnek nüsha taramalarıyla biçimsel, sahiplik ve içerik yönünden analiz edilmiştir. Beş bölümden oluşan çalışmada, önce genelden yerele tümdengelimci ve ekonomi politik yaklaşım ekseninde basın ve yerel basının dünyada, Türkiye'de ve Erzincan'da tarihsel gelişim sürecine; akabinde medyanın ekonomi politiği, eleştirel ekonomi politik yaklaşım, yerel basının işleyiş yapısı, yapısal özellikleri, nedenleriyle birlikte temel sorunları ve bunlara yönelik çözüm önerilerine yer verilmiştir. Çalışma kümesini oluşturan Erzincan gazetelerine ait nüsha incelemeleri ve görüşme verilerinin analiziyle saptanan bulgular yorumlanmış, elde edilen sonuçlara göre, gerek tarihsel gelişim süreçlerinde, gerekse günümüzde Türkiye'nin birçok ilinde yerel basının öteden beri yaşadığı, birçoğu kronikleşmiş sorunların çoğunu Erzincan yerel gazetelerinin de yaşadığı tespit edilmiştir. Öncelikle, genel siyasi ve ekonomik konjonktür ile gazete sahiplik yapısı ve ekonomi politik bağlantılarının, yayın yaklaşımının belirlenmesi ve seyrinde önemli belirleyicilerden biri olduğunu, özellikle nüsha içerik analizi bulguları ortaya koymaktadır. Genel olarak yerel basın ve Erzincan yerel gazetelerinin genel sorun alanları olarak tespit edilenlerin en başında ise ekonomik yetersizlik ve yol açtığı sorunlar, nitelikli eleman ihtiyacı ve bundan kaynaklanan sorunlar, internetle artan içerik zafiyeti ve yol açtığı sorunlar sıralanabilir. Gelirlerin yetersizliği aynı zamanda şehirdeki mevcut ilan ve reklam potansiyeli ile ilgilidir ve bunun istenen düzeyde olmaması, gelirlerin son derece düşük kalmalarına neden olmaktadır. Bu durum ise resmi ilan desteğini bu ilin yerel gazeteleri için hayati derecede önemli kılmaktadır. Sorunlarının birçoğunun temelinde ekonomik temelli sorunlar yatmaktadır ve ekonomik yönden güçlendirilmeleri, bu sorunların çoğunun çözümünde elzem bir adım olarak görünmektedir. Erzincan yerel basın tarihini de ortaya koyan bu çalışmanın, alanında önemli bir boşluğu doldurarak hem literatüre hem de sonraki çalışmalara katkılar sağlaması umulmaktadır. The study, which aimed to examine the political-economic structure of local media and the effect of this structure on the news production process by discussing the essential problems of local newspapers and the reasons for these to be problematic, literature screening, document (newspaper issue) analysis, and in-depth interview methods were used together. The application part of the study based on qualitative research design covers eight newspapers that are published daily in Erzincan, which were determined as the `study sample` in line with the purposive non-probability sampling preference. However, by the scope and subject of the study, local newspapers published in this province in the past were included in the scope of the study, and they were analyzed in terms of form, ownership, and content through sample issue screenings.In the study consisting of five parts, firstly the historical development process of the media and local media on the axis of from general to local deductive and political economy approach was discussed, and then the political economy of the media, critical political economy approach, the operating structure of local media, its structural properties, its basic problems along with the reasons, and recommendations regarding these were given. The findings that were obtained through the examinations of Erzincan newspaper issues that constituted the study sample and the analysis of the interview data were interpreted, and according to the results obtained, it was determined that local media in Erzincan also experienced most of the chronic problems experienced by the local media in many provinces of Turkey both in their historical development processes and in present time.First of all, issue content analysis findings especially reveal that the general political and economic conjuncture and the ownership of the newspaper and its political economy connections are some of the important determinants of the publishing approach and course. In general, the leading problem area among the determined general problem areas of local media and Erzincan local newspapers is economic deficiency and related problems, followed by the need for qualified staff and related problems, and content weakness increasing as a result of the Internet and related problems. The insufficiency of income is also related to the potential of available announcements and advertisements, and this being far from what is desired causes the revenues to be rather low. This situation makes the official announcement support vitally significant for the local newspapers of the province. Economic problems underlie most of the problems experienced, and empowering the local newspapers in terms of the economy appears to be indispensable for the solution of most of these problems. It is hoped that the study, which also reveals the history of the local media in Erzincan, will both fill a significant gap in the relevant field and contribute to future studies.Keywords: Media, newspaper, political economy, Erzincan, local media, official announcement, advertisement.
