Büyükşehir belediyelerinin kurumsal kapasitelerinin stratejik planlar ve faaliyet raporları üzerinden karşılaştırmalı analizi

Abstract

Devletin sorumluluk ve yetki alanlarının azalması, özel sektör yöntem ve tekniklerininkullanılması ve katılımcılık, şeffaflık ve yönetişim kavramlarının ön plana çıkarılmasınıöngören Yeni Kamu İşletmeciliği anlayışı ile birlikte halka yakınlık ilkesi gereği kurulanyerel yönetim birimlerinden birisi olan ve son yıllarda sorumluluk alanı genişleyenbüyükşehir belediyelerinin hizmet sunumlarında değişimler meydana gelmiştir. Türkkamu yönetiminde Yeni Kamu İşletmeciliği etkisiyle hazırlanan 5018 sayılı Kamu MaliYönetimi ve Kontrol Kanunu'nun bir tezahürü olarak 5393 sayılı Belediye Kanunu'ndanüfusu 50 binin üzerinde olan belediyelere stratejik plan yapma uygulaması getirilmiştir.Bu Tez kapsamında büyükşehir belediyelerinin kurumsal kapasitesi stratejik planlar vefaaliyet raporları üzerinden analiz edilmiştir. Kurumsal kapasitenin kamu amacını yerinegetirebilmek için planları ve politikaları formüle ederek yürütmeyi amaçlaması sebebiylebüyükşehir belediyelerinin hizmet sunumunda kurumsal kapasitelerinin etkisi bu tezinana konusu olmuştur. Yeni Kamu İşletmeciliği ve kamu hizmetinin kavramsal çerçeveyioluşturduğu tezde büyükşehir belediyelerinin güçlü ve zayıf yönleri ile personel ve bütçedurumları incelenmiş; tez kapsamına alınan 10 büyükşehir belediyesinin ise stratejikplanları ve faaliyet raporları yeni kamu işletmeciliği, yerel yönetişim ve kent hizmetleritema alanları kapsamında 28 adet kod ile analiz edilmiştir. Nitel araştırma yöntemi ilehazırlanan çalışmada içerik analizi tekniği kullanılmış ve doküman analizleri nitel verianalizi yazılımı olan Atlas.Ti programı vasıtasıyla gerçekleştirilmiştir. Yeni kamuişletmeciliği ve yerel yönetişim alanlarında başarılı olan büyükşehir belediyelerinin kenthizmetleri sunumunda da başarılı olacağı sonucu bulgular arasında yer almıştır.Anahtar SözcüklerBüyükşehir Belediyeleri, Kurumsal Kapasite, Stratejik Plan, Faaliyet Raporu.

The New Public Management approach, which envisages the reduction of theresponsibilities and jurisdictions of the state in public administration and the use of privatesector methods and techniques, has become dominant. With this understanding, theconcepts of participation, transparency and governance came to the fore. The areas ofauthority and responsibility of the metropolitan municipalities, which are one of the localgovernment units established in accordance with the principle of proximity to the public,have increased in recent years and changes have occurred in the provision of services. Inthe Turkish public administration, the Municipal Law No. 5393 obliges the municipalitieswith a population of over 50 thousand to make a strategic plan. The institutional capacityof metropolitan municipalities has been analyzed through strategic plans and activityreports within the scope of this thesis. Since the institutional capacity aims to formulateand execute plans and policies in order to fulfill the public purpose, the effect of theinstitutional capacities of the metropolitan municipalities in the service provision hasbeen the main subject of this thesis. In the thesis, in which the new public administrationand public service formed the conceptual framework, the strengths and weaknesses of themetropolitan municipalities, as well as the personnel and budget situations wereexamined. Strategic plans and annual reports of 10 metropolitan municipalities includedin the study were analyzed with 28 codes within the scope of New Public Management,Local Governance and Urban Services theme areas. In the thesis prepared with thequalitative research method, the content analysis technique was used and the documentanalyzes were carried out through the Atlas.Ti program, which is a qualitative dataanalysis software. It is among the findings that the metropolitan municipalities that aresuccessful in the fields of new public management and local governance will also besuccessful in the provision of city services.KeywordsMetropolitan Municipalities, Institutional Capacity, Strategic Plan, Annual Report.
